Der Standard counts Mureșan as the second failed premier in a row; Telex says he is the third nominee to fall
On 30 September Romania's parliament refused to invest Siegfried Mureșan's cabinet. The outlets agree that it fell. They disagree on how many failed before it, and the party leaders blame each other.
What happened. On 30 September Romania's parliament voted down the cabinet of Siegfried Mureșan (PNL, EPP) in its investiture vote. Der Standard, Telex, HotNews.ro and Politico Europe all report that it was rejected.
How many failures. Three outlets count three different ways.
| Outlet | What it counts | Its words |
|---|---|---|
| Der Standard | 2nd designated premier in a row | "der zweite designierte Premier in Folge" |
| HotNews.ro | 2 governments never invested | "două guverne neînvestite" |
| Telex | 3rd nominee for prime minister | "a harmadik román kormányfőjelölt" |
No report names the earlier nominees. A reader cannot check either count.
The vote. Only HotNews.ro gives a tally: 182 for and 15 against, with PSD and AUR not voting. It still reports that the cabinet fell. No other report we hold gives a number.
Who is blamed. - Mureșan blames "the parties that started the political crisis". He does not name them. - USR leader Dominic Fritz names PSD: "the political crisis created by PSD". - PSD leader Sorin Grindeanu says "Romania has lost another 10 days" and that PSD is ready to govern. - A HotNews.ro analysis says President Nicușor Dan built "a majority for PSD".
What is not settled. Whether this is the second or the third failure. Whether 182 votes fell short of the legal threshold or something else sank the cabinet. Whether the president will call a snap election. Politico Europe says he fears one would help "the far right" but names no party. No report quotes the president or AUR.
What this is about. Romania, an EU member state, cannot form a government. Its parliament has just refused one for the second time, or the third, depending on the outlet.
How it got here. Under Romania's constitution, power is split between an elected president and a government that answers to parliament. The president nominates a prime minister. The nominee must then win an investiture vote in a joint sitting of both chambers. The threshold is a majority of all members, not of those present. So a vote with far more yes than no votes can still fail when large parties stay away.
The president, Nicușor Dan, is a centrist and a former mayor of Bucharest. He was elected in May 2025. That election was a rerun, because the Constitutional Court had annulled the first-round vote of November 2024. Dan beat George Simion of AUR we hold-off. A broad pro-European coalition then formed a government: PNL, PSD, USR and UDMR, the party of the Hungarian minority. Der Standard calls the collapse of that arrangement the gravest government crisis since the fall of communism.
Who the actors are. PSD, the social democrats (S&D group), is the largest party. PNL, the national liberals (EPP), put forward Mureșan, who sits in the European Parliament. USR (Renew) and UDMR (EPP) backed him. AUR, a national-right party (ECR), is the main opposition.
What is at stake. Under the constitution, the president may dissolve parliament once it has refused at least two investiture requests within 60 days. That is why the count matters. If this was the second refusal, Dan can now dissolve parliament and call a snap election. USR wants him to. Politico Europe reports that Dan does not want to.
Where it stands. Mureșan says he is waiting for the president's next step. PSD says it is ready to lead a government. USR says it will not back one.
What is being argued about
- Is Mureșan the second or the third nominee to fail?
- Why did 182 votes for and 15 against still sink the cabinet?
- Who caused the crisis: PSD, the president, or the parties Mureșan will not name?
- Will President Dan dissolve parliament and call a snap election?
