Dnipro strike: Censor.NET says 12 injured in its headline and 7 in its text; Obozrevatel says twelve
Three Ukrainian outlets reported a daytime Russian strike on Dnipro on 11 September. One of them gives two different counts of the injured, and none says who counted.
What happened. The Russian army struck Dnipro during the day on 11 September, Suspilne reports. Censor.NET and Obozrevatel also name Russia as the attacker. We hold no Russian account of the strike.
The count. Censor.NET's headline says 12 people were injured. The first line of the same report says 7, with no word on the gap. Obozrevatel's headline says twelve. Suspilne's text, as we hold it, gives no count. None of the three says who counted. None names anyone who was hurt.
| Outlet | Injured | Word for the attacker |
|---|---|---|
| Censor.NET | 12 in headline, 7 in text | "Russian occupation forces" |
| Obozrevatel | 12 | "occupiers" |
| Suspilne | no count | "the Russian army" |
The damage. Suspilne and Obozrevatel both say a private enterprise and garages were damaged. Only Suspilne, which reported from the site, says the blast broke windows in nearby homes. Its headline quotes a witness: "The mess is terrible, blood." Only Censor.NET's headline says a fire broke out.
What is not settled. - Whether 12 or 7 is right, or whether the count rose during the day. - Who gave either number: none of the three reports names a source for it. - What was hit, and where in the city. - Whether anyone was killed: none of the three says. - Russia's account: we hold none.
What this is about. Russia hit Dnipro, a large city in central-eastern Ukraine, with a strike on 11 September. Ukrainian outlets disagree on how many people were hurt.
How it got here. - 2014. Russia annexed Crimea, which belongs to Ukraine. Fighting then broke out in the eastern Donbas region between Ukrainian forces and separatists backed by Moscow. That is where the war began. - 24 February 2022. Russia launched a full-scale invasion. Moscow calls it a "special military operation". Kyiv and most Western governments call it a war of aggression. - Since 2022. The front has settled into a long line across the east and south. Along with the ground fighting, Russia has kept up missile and drone strikes on Ukrainian cities far from the front. Ukraine has struck targets inside Russia.
Why Dnipro. Dnipro stands on the river of the same name and is the capital of Dnipropetrovsk region. It is an industrial city and sits behind the eastern front. That makes it a centre for supplies, hospitals and people who have fled the fighting further east. It has been struck many times since 2022.
The actors. - Russia. It carries out the strikes. Moscow says it aims at military and defence-industry sites. Ukraine says Russia hits homes and civilians. Each side's account of any single strike is a claim. - Ukraine. Its regional officials and emergency services usually give the first figures on casualties after a strike. Those figures are often revised as the day goes on. - The outlets here. Suspilne is Ukraine's public broadcaster. Censor.NET and Obozrevatel are privately owned Ukrainian news sites.
What is at stake. Each strike adds to the civilian toll that the UN human rights monitoring mission in Ukraine tracks, and to each side's case about how the other fights. When the counts are unclear, those arguments rest on weak ground.
Where it stands. The three Ukrainian reports we hold on this strike give two different injury counts and name no source for either. We hold no Russian account of it.
What is being argued about
