"Douze pays", says Libération; "France and Canada join UK", says Politico Europe
Six reports on one statement of 8 September. Three count twelve countries; three name one or three. Three call the trade restrictions an intention, two write them as done.
The count. Twelve countries said on 8 September they would restrict trade in goods from Israeli settlements in the occupied West Bank. Three of the six reports we hold give that number in the headline. The other three name only the states closest to their own readers.
| Outlet | Countries named | The measure |
|---|---|---|
| Libération | France and eleven others | an "intention d'imposer des restrictions" |
| Le Figaro | twelve, "dont la France" | the twelve "réclament" trade measures |
| Frankfurter Allgemeine | twelve | the states "wollen" stop the trade |
| Politico Europe | France, Canada, the UK | a ban "formally announced" in the Commons |
| Svenska Dagbladet | Sweden | Sweden "inför" restrictions, no date |
| taz | the United Kingdom | Britain "will" impose sanctions |
Illegal, or not. Libération alone calls the settlements illegal in its headline. taz alone calls the West Bank occupied. Le Figaro, the Frankfurter Allgemeine, Politico Europe and Svenska Dagbladet use neither word.
One reaction, one side. Le Figaro is the only report of the six carrying a response: a settler official, whom it does not name, calling the measures "antisémites et honteuses". No report we hold quotes a Palestinian, and none quotes the Israeli government.
Not settled. No report we hold names the other nine signatories. Only Britain's step is written as taken. No report gives a date for any of the twelve, and none lists which goods are covered.
What this is about. Twelve governments, France among them, say they will restrict or end trade with Israeli settlements in the occupied West Bank.
How it got here.
- Israel took the West Bank from Jordan in the 1967 war and has held it since. It has built settlements there for Israeli civilians.
- Most governments and the United Nations say the settlements break the Fourth Geneva Convention, which bars an occupying power from moving its own people into the land it occupies. Israel rejects that reading.
- In July 2024 the International Court of Justice said in an advisory opinion that the occupation is unlawful and that states should not help sustain it. Advisory opinions are not binding.
- The Gaza war began after the Hamas-led attacks on Israel of 7 October 2023. It strained Israel's ties with European governments. France and the United Kingdom recognised the State of Palestine in September 2025.
- Politico Europe reports that Britain condemned Israeli plans last month for 1,200 new homes in the E1 area east of Jerusalem. Le Figaro and the Frankfurter Allgemeine say the new measures are aimed at violence by settlers against Palestinians.
Who is involved, and why.
- The twelve governments. Our reports name only France, the UK, Canada and Sweden. We do not know who the other eight are.
- Israel's government opposes the measures. Politico Europe reports that Foreign Minister Gideon Sa'ar has warned Britain that Israel will retaliate.
- The United States. Politico Europe reports that its ambassador to Israel suggested the US could retaliate against Britain.
- The European Union. Under the EU treaties, trade is a matter for the Union, not for member states. That leaves national bans legally uncertain, Politico Europe notes. France's foreign minister has said an attempt at an EU-wide measure met resistance in Brussels. Since 2015 the European Commission has required settlement goods to be labelled as such, and the Court of Justice upheld that rule in 2019.
What is at stake. Whether a trade restriction by one state can survive EU law. Whether economic pressure changes settlement building. Whether Israel or the US answers with measures of its own.
Where it stands. The statement came on 8 September. Britain's ban has been announced in Parliament. No report we hold gives a start date for any country or says which goods are covered.
What is being argued about
- Whether this is twelve countries acting together or a few joining Britain
- Whether the restrictions are announced, intended, or already in force
- What is restricted: goods from settlements, not Israeli goods generally
- Which words the reports use for the settlements, and whose reaction they carry
