Duma speaker calls Russia's vote 'competitive' in RIA Novosti; Novaya Gazeta Europe calls it 'a ritual' with a set result
Five RIA Novosti headlines carry Duma speaker Vyacheslav Volodin calling the campaign competitive. Novaya Gazeta Europe puts "elections" in quotation marks and quotes analysts who say the result was set in advance. A count of polling stations abroad adds a third set of numbers.
Two accounts of one vote. RIA Novosti carries Duma speaker Vyacheslav Volodin saying the campaign was held "on a competitive basis" and that Russians "rallied around Putin". Novaya Gazeta Europe runs the headline "The ritual is performed". It quotes four analysts who say the result was "largely predetermined".
| Moscow's account | Exile and Ukrainian press | |
|---|---|---|
| The campaign | "competitive", Volodin tells RIA Novosti | almost no real competition; Yabloko's list removed, Novaya Gazeta Europe's analysts say |
| Turnout | 59.32%, 62.6 million voters, TASS reports from the electoral commission | no count of its own |
| Chechnya | nothing in the reports we hold | Kadyrov "a record 99.85%" on turnout near 94%, by official data, Verstka reports |
| Abroad | United Russia first overall with 39.58% at 14:00, Espreso reports, citing Agentstvo | United Russia behind at 18 of 27 stations in cities Russians moved to after 2022, the same report says |
How the reports are built. Two separate readings of the reports found the same pattern. The five RIA Novosti headlines, filed within six minutes, carry one voice: the speaker's. Novaya Gazeta Europe quotes only critics. Its gravest charge, that official results are false "in the absolute majority of regions", comes from the one analyst it does not name.
The online count. Verstka reports that Moscow's blockchain data on online voting was taken out of public view for the first time. It does not say who removed it.
What is not settled. The electoral commission is due to publish final results on 25 September, Espreso reports. We hold no independent tally, for Chechnya or anywhere else. Neither account quotes a voter inside Russia.
What this is about. Russia has elected a new State Duma, the lower house of parliament. Whether that vote was a real contest is the question.
How it got here. The Duma has 450 seats. It is elected every five years; the last vote before this one was in 2021. Vladimir Putin has led Russia as president or prime minister since 1999. United Russia, the party that backs him, has held a majority in the Duma for most of that time. Russia invaded Ukraine in full in February 2022; its war there began in 2014. This is the first Duma vote since the full-scale invasion. Espreso reports that the voting ran from 18 to 20 September, and that Russia also held voting in occupied Ukrainian territory. Ukraine's foreign ministry condemned that vote. Many Russians left the country after 2022, and some of them voted at embassies and consulates abroad.
The actors. The Kremlin and United Russia, which Espreso's report says may take 355 of 450 seats on preliminary figures. Duma speaker Vyacheslav Volodin, a senior United Russia figure. The Central Election Commission, which counts the vote. The parties allowed to run, including the Communists (KPRF) and New People. Yabloko, a liberal party that opposes the war; Novaya Gazeta Europe reports that its list was removed from the ballot. Ramzan Kadyrov, who has run Chechnya since 2007. The exiled Russian press, which reports on Russia from abroad.
What is at stake. The Duma passes Russia's laws and budget. The Kremlin can point to a large majority as a mandate from voters. Critics say the figures were written before anyone voted. With fewer observers and less public data, the two claims are harder to test.
Where it stands. The commission has published preliminary results. Espreso reports that final results are due on 25 September.
What is being argued about
- Whether the Duma campaign was a contest or a set result
- Turnout of 59.32% and Kadyrov's 99.85% in Chechnya
- Moscow's online-voting blockchain data taken out of public view
- How Russians abroad voted compared with the national result
