Espreso says Putin put Lukoil on the table; RIA says only that Russia and the US are discussing 'a large oil deal'
Eight outlets carried one New York Times report on 3 October. It says US-Russia talks on ending the war now include a sale of Lukoil's foreign assets. The outlets differ on three things: who raised the sale, whether the buyers' ties to the US envoys matter, and whether Ukraine is in the story at all.
One source. Every report we hold relays the New York Times, which cites eight unnamed people. None of them carries confirmation from Washington or Moscow.
Who acted. The outlets do not agree on whether anyone did.
| Outlet | Who raised the deal | Buyers' ties to the envoys | The war called |
|---|---|---|---|
| Espreso TV | Putin, on 5 September | yes, with the paper's caveat | war |
| Novaya Gazeta Europe | Putin, on 5 September | yes, with the caveat | war |
| Kyiv Post | the envoys discussed it with Putin | yes, in the opening, no caveat | war |
| Ukrainska Pravda | no one named: the talks "have expanded" | not in its English text | war |
| Regnum | not in the text we hold | not in the text we hold | "conflict on Ukraine" |
| RIA Novosti | "Russia and the US are discussing" | headline only | not mentioned |
The caveat travels less. 3 of 8 reports name the buyers' links to Steve Witkoff and Jared Kushner. 2 of those 3 also carry the newspaper's note that it found no sign of personal gain for either man.
The price. Espreso TV and Novaya Gazeta Europe report that Lukoil valued the assets at $20 billion this year. Both say the price and structure of the deal are unknown.
Not settled. Whether the sale is part of the peace terms or runs alongside them. Whether the US Treasury and the Kremlin will approve it. Who leads the bidding: Espreso TV and Novaya Gazeta Europe say a group headed by Todd Boehly. In the reports we hold, neither government has said anything about the deal.
What this is about. Whether the sale of a sanctioned Russian oil company's business abroad has become part of the talks on ending Russia's war in Ukraine.
How it got here. Russia annexed Crimea and backed armed separatists in eastern Ukraine in 2014. In February 2022 it launched a full-scale invasion. Western governments answered with sanctions on Russian banks, energy companies and individuals. Lukoil is one of Russia's largest oil companies and is privately owned. It kept a large business outside Russia: oil fields, refineries and petrol stations. Novaya Gazeta Europe reports that the United States put sanctions on Lukoil in October 2025, and that Lukoil then said it would sell its foreign assets. A sale to the trader Gunvor fell through after the US Treasury called Gunvor a "Kremlin puppet", the same outlet reports. Espreso TV reports that the US investment firm Carlyle reached a preliminary deal in January, but US approval stalled.
Meanwhile President Donald Trump's administration opened talks with Moscow on ending the war. Espreso TV reports that his envoys met Vladimir Putin in the Kremlin on 5 September for more than three hours.
Who is in it. - Steve Witkoff, Trump's special envoy, and Jared Kushner, Trump's son-in-law, lead the US side. - Kirill Dmitriev, Putin's economic envoy, is closely involved in the sale, according to the New York Times account. - The US Treasury enforces sanctions and must approve any sale. So must the Kremlin. - Ukraine is not a party to this deal in any report we hold.
What is at stake. If the US approves the sale, the assets come out from under US sanctions and are worth more at once. The newspaper says the refineries in the Netherlands, Bulgaria and Romania make diesel and jet fuel, and that both are in short supply. A former US Justice Department prosecutor quoted in the account asks whether personal interests could sway who wins.
Where it stands. The deal is not final. Espreso TV reports that the current US exemption that lets Lukoil's businesses abroad keep operating runs to 29 October.
What is being argued about
- Did Putin raise the Lukoil sale himself, or did the talks simply 'expand'?
- Do the bidders' links to Witkoff and Kushner amount to a conflict of interest?
- Is US sanctions relief for Lukoil's assets being traded inside the peace talks?
- Why do the Russian state headlines leave out Lukoil and Ukraine?
