Euractiv puts 80,000 across the Ceuta border in two days. El Mundo says thousands, ABC says invasion
Six reports describe the same two days at Ceuta's border with Morocco. One gives a figure — Euractiv's 80,000. Two say only thousands, three give nothing, and none says who counted. ABC calls it an invasion in its own voice; four call it a crisis; El Mundo uses the minister's word, "desborde extraordinario", and is the only one carrying a minister who admits a share of the blame.
The figure. Euractiv is the only report we hold that gives a number: "unas 80.000 personas" crossed illegally from Morocco on 30 and 31 July. ABC and El Mundo write "miles" — thousands. Three reports give no figure at all. None of the six says who counted, or what was counted.
| Report | Figure | Dated | What it calls it |
|---|---|---|---|
| Euractiv, on Sanchez in Congress | about 80,000 | 30 and 31 July | crisis |
| ABC, on the Guardia Civil's report to the judge | thousands (sentence cut at the paywall) | 30 and 31 July | crisis; "avalancha" |
| ABC, on the court backing the judge | none | 30 and 31 July | invasion |
| El Mundo, on minister Sira Rego | thousands | July | "desborde extraordinario" (Rego's word) |
| Le Figaro, on Ceuta since 1415 | none | not dated | crise migratoire |
| Euractiv, on Hungary's border rules | none | not dated | border crisis |
The word. ABC calls it "la invasion de Ceuta", in its own voice and attributed to nobody, in the clause describing what the judge must decide. Four reports call it a crisis. El Mundo uses the minister's own word instead and is the only report of a minister taking blame: Sira Rego said the government has "una parte de responsabilidad". Our two independent readings differ only in degree — one counted the invasion wording twice in that report, the other once.
Who is named as acting. ABC alone carries the 55-page CENIF report sent straight to the judge, which points to Moroccan gendarmes guiding and planning the entry; the same piece has the government saying there is no conclusive proof of who organised it. Euractiv puts blame nowhere and reports Sanchez asking Brussels for a permanent Frontex and Europol presence.
Not settled. Who counted the 80,000. How many died: one report reaches the dead only through the judge's questions about causes and dates of death, none gives a toll, none names anyone. How many remain stranded — Euractiv says thousands, with no number. And the letter interior minister Grande-Marlaska sent about judge Maria Tardon: only ABC reports it, so no other outlet we hold has tested it.
What this is about. On 30 and 31 July 2026 a very large number of people crossed from Morocco into Ceuta, a Spanish city on the North African coast. The crossing is now a political fight in Madrid and a talking point in other EU capitals.
How it got here. - 1415: Portugal takes Ceuta. Le Figaro traces the history. - 1668: Portugal cedes Ceuta to Spain when it recognises Spanish sovereignty. Morocco has never accepted Spanish rule over Ceuta or Melilla, and claims both. - 1986: Spain joins the European Economic Community. Euractiv reports that Ceuta and Melilla were left outside the customs union to keep their special tax regime. Pedro Sánchez now says of that choice: "nos faltó ambición". - 1995: Ceuta becomes an "autonomous city". It governs itself more than a town but less than a region. - May 2021: thousands crossed into Ceuta in an earlier mass entry. Spain's government accused Morocco of letting it happen, during a dispute over Western Sahara. Morocco rejected the accusation.
Who is involved. - Spain's government: Sánchez's Socialist-led coalition. Fernando Grande-Marlaska is the interior minister and runs the police and the Guardia Civil. - Morocco: the neighbour on the other side of the fence. A police intelligence report points to Moroccan gendarmes guiding the entry. Madrid says there is no conclusive proof. - The courts: Judge María Tardón of the Audiencia Nacional, Spain's national criminal court, must decide whether to investigate. A complaint by the group Iustitia Europa asked her to. - The EU: Ceuta and Melilla are the Union's only land borders with Africa. Frontex guards the external border. Europol is the EU's police agency.
What is at stake. Spain's relations with Morocco, a partner on migration. Whether the EU treats Ceuta as its own border. The line between a minister and a judge.
Where it stands. Sánchez wants Ceuta and Melilla made "outermost regions" of the EU, with Frontex and Europol there permanently. The Audiencia Nacional has backed Tardón against Marlaska. Prosecutors are due to say whether the court is competent to investigate. Tardón will then decide whether the investigation goes on. How many people are still in Ceuta, and how many died, has not been published.
What is being argued about
- How many crossed on 30 and 31 July, and who counted them — one report says about 80,000, two say thousands, three say nothing.
- What to call it: invasion, crisis, or the minister's "desborde extraordinario".
- Whether Moroccan gendarmes guided the crossing — one report carries it, from a 55-page dossier no outlet we hold has read.
- Whether the interior minister wrote to the Supreme Court president about judge Maria Tardon, and what the court replied — only ABC reports either.
