Ex-spy chief Hanning: Interfax, citing AP, says he was held in Bavaria, Suspilne says at his home near Münster; RT says 'charges', four reports say suspicion
August Hanning ran Germany's foreign intelligence service from 1998 to 2005. Four reports say he was detained on 6 October on suspicion of espionage. Two of them put the arrest in different German states, and the reports word the accusation four different ways.
What the reports agree on. Four reports say August Hanning, who ran Germany's Federal Intelligence Service (BND) from 1998 to 2005, was detained on 6 October on suspicion of espionage. Meduza credits Germany's Federal Prosecutor's Office. Interfax credits the Associated Press.
Where he was held, and on what accusation. Two reports name a place, and the places are in different states.
| Outlet | Where | Accusation | Russia named? |
|---|---|---|---|
| Suspilne | his home in Nordwalde, near Münster | espionage and disclosing state secrets (its headline says treason) | No |
| Interfax, citing AP | Bavaria | working for a foreign intelligence service | No |
| Meduza, citing the prosecutor | not given | espionage and attempted treason | Only in its headline: seven trips |
| RT | not given | espionage and treason "charges" | No |
| Obozrevatel | not given | espionage and state treason (headline) | No |
Suspected or charged. Four of the five reports say suspicion. RT alone says "charges".
A second arrest. Two of the five reports say a second person was detained. Meduza names him as Hanning's former bureau chief, Manfred D. Obozrevatel calls him another former senior BND officer.
What is not settled - Where he was detained. Nordwalde is in North Rhine-Westphalia, not Bavaria. - Which country he is suspected of spying for. None of the reports we hold names one. Meduza's headline mentions trips to Russia, but its text does not link them to the case. - Whether the suspicion is treason, attempted treason or disclosing secrets, and whether he has been charged at all.
What this is about. A former head of Germany's foreign intelligence service has been detained on suspicion of spying.
How it got here. The Federal Intelligence Service, the BND, is Germany's foreign intelligence agency. It gathers intelligence abroad and reports to the Chancellery. August Hanning was its president from 1998 to 2005. He then became a state secretary at the federal Interior Ministry, a senior civil-service post, until 2009. In Germany, espionage and treason are federal crimes. They are prosecuted by the Federal Prosecutor's Office in Karlsruhe, and arrests are carried out by the Federal Criminal Police Office (BKA). Suspilne says the BKA detained him.
Since Russia began its full-scale invasion of Ukraine in February 2022, Germany has become one of Kyiv's main backers. It has also expelled Russian diplomats and prosecuted a number of people on suspicion of spying for Moscow. That is why Russian state media and Ukraine's press both covered this arrest within the hour. The reports we hold do not say which country Hanning is suspected of working for. Only Meduza's headline mentions Russia, and it refers to his trips there after he left office.
Who is involved. The Federal Prosecutor's Office, which Meduza says announced the detention. Hanning, aged 80 according to Suspilne. A second former BND official, whom Meduza and Obozrevatel say was detained with him.
What is at stake. A suspected spy at the top of a Western intelligence service puts at risk whatever he knew, and whatever allied services shared with Germany while he was in office. If the suspicion is confirmed, it would be among the most senior espionage cases in Germany since reunification. If it is not, Germany will have publicly detained a former senior official on a suspicion it could not support.
Where it stands. He has been detained, not convicted. The reports do not agree on where he was held or what exactly he is accused of.
What is being argued about
- Where Hanning was detained: Bavaria or Nordwalde near Münster
- Whether the reports describe suspicion or charges, and whether the accusation is treason, attempted treason or disclosing state secrets
- Which foreign state, if any, is named in the case
- The second former BND official detained with him
