Greece's 2027 draft budget: '€2.15bn more in taxes' in one headline, 'growth above the European average' in two
We hold three reports on the same draft. Two lead with 2.3% growth. One leads with a tax rise that the other two do not mention, and it does not say what that figure counts.
Same draft, different first number. Greece's government presented its 2027 draft budget on Monday. Efimerida ton Syntakton ran two reports on it. One headline leads with "€2.15bn more in taxes" and benefits handed out "by the dropper". The other headline carries Finance Minister Kyriakos Pierrakakis's line: "growth above the European average". HotNews.ro, citing Reuters, leads with Greece outpacing "the big European economies", a budget surplus and debt repayment.
| Report | Leads with | Tax rise? | 2.3% growth? |
|---|---|---|---|
| Efimerida ton Syntakton (taxes) | €2.15bn more in taxes | yes, headline | not in the text we hold |
| Efimerida ton Syntakton (minister) | growth above the European average | no | yes, against 1.2% for the euro area |
| HotNews.ro / Reuters | outpacing big European economies | no | yes |
Whose figures these are. Every growth figure is the government's own forecast. Efimerida ton Syntakton says the draft projects investment up 7.9%, unemployment down to 7.9%, and pay up 3.9%, from 3.7% in 2026. The "European average" in its headline turns out to be a euro-area figure in the body.
A forecast stated as fact. HotNews.ro's headline says Greece "will" outpace Europe's big economies. Only its body says this is the draft's forecast.
What is not settled - What the €2.15bn counts. The report gives it only in its headline. - Which benefits are "drip-fed", and how large they are. - Whether 2.3% is realistic. None of the three reports tests it. - How large the surplus is. The text we hold gives no figure.
What this is about. Greece's government has set out how it plans to tax and spend in 2027. The reports disagree on what the plan mainly does.
How it got here. Greece was at the centre of the euro-area debt crisis. In 2010 it lost access to the markets. It then took three bailouts from euro-area governments and the IMF, in 2010, 2012 and 2015. Each came with tax rises and spending cuts. The last programme ended in August 2018. The extra EU monitoring that followed it ended in August 2022. Since then Athens has presented itself as a recovery story: growth, budget surpluses before interest, and loans paid back early.
Who is involved. Prime Minister Kyriakos Mitsotakis leads New Democracy, a centre-right party in the EPP. He has governed since July 2019. Kyriakos Pierrakakis is finance minister and presented the draft. The Hellenic Parliament votes on the final budget, normally in December. The European Commission also reads it. Every October, each euro-area government sends its draft budget plan to the Commission. The Commission checks it against the EU's fiscal rules, which were reformed in 2024 to limit how fast net spending may grow.
What is at stake. Growth and a surplus let the government pay down debt and say the crisis is over. The reporting raises one question: who pays for that surplus? More tax revenue can come from new taxes, from growth, or from collecting more of what is already owed. The reports we hold do not say which this is.
Where it stands. This is a draft, not law, and Parliament has not voted on it. The final budget is normally put before Parliament in November. The figures can change before then.
What is being argued about
- Whether the draft is mainly a growth story or a tax rise
- What the €2.15bn in extra taxes counts
- Growth of 2.3% against 1.2% in the euro area: a forecast, not a result
- Unemployment forecast at 7.9%, the lowest since 2008, according to Efimerida ton Syntakton
