Hanning bought 2,000 files for his consultancy, says Brussels Signal; Público says he passed state secrets to foreign spies
Germany has arrested August Hanning, who ran its foreign intelligence service from 1998 to 2005. All seven reports we hold say he is suspected of espionage. They disagree on what that means, and none names a country.
What happened. August Hanning was president of the BND from 1998 to 2005. Welt, FAZ, Público and Deník N report that he has been arrested on suspicion of espionage. Deník N says German police held him on Tuesday morning.
What he is accused of: the reports split.
| Outlet | The accusation | Recipient named? |
|---|---|---|
| Brussels Signal | "treasonous espionage": buying 2,000 classified files "for personal consulting" | No |
| Efimerida ton Syntakton | allegedly paid an intelligence employee for classified information, to resell it in his consulting work | No |
| Público | "divulgação de segredos de Estado" (disclosing state secrets) to foreign secret services | "Not revealed" |
| Welt, FAZ | suspicion of espionage | No |
The scale. Welt's head of investigations, Alexander Dinger, speaks of about 2,000 documents. Brussels Signal gives 2,000 files. Neither says where the figure comes from.
A second suspect. Only FAZ says a long-serving office head is also suspected. It does not name him.
The politics. Welt reports that the Greens want the case cleared up. It reports that Die Linke says the German services may themselves be "ein Sicherheitsrisiko" (a security risk).
Not settled. Whether secrets were sold to private clients or passed to a foreign state. Which state, if any. Who the second suspect is. Who first gave the 2,000 figure. None of the reports we hold quotes Hanning or a lawyer for him.
This story is about whether a former head of Germany's foreign intelligence service traded in state secrets, and who received them.
The service. The Bundesnachrichtendienst (BND) is Germany's foreign intelligence service. It answers to the Federal Chancellery and gathers intelligence abroad. Catching foreign spies inside Germany is the job of a separate body, the Federal Office for the Protection of the Constitution.
The man. August Hanning ran the BND from 1998 to 2005. He was appointed under Chancellor Gerhard Schröder. He then served as a state secretary in the Federal Interior Ministry until 2009. Efimerida ton Syntakton gives his age as 80. Brussels Signal and Efimerida ton Syntakton say he later worked as a consultant.
Why the timing matters. Russia began its full-scale invasion of Ukraine in February 2022. Germany has since become one of Kyiv's largest backers. Its government and its services warn openly about Russian spying and sabotage. Deník N carries the arrest as an update inside a report on that warning. None of the reports we hold links Hanning to Russia.
What is at stake. Welt's investigations editor says the arrest of a former BND chief is unique in the history of the Federal Republic. If the consultancy account holds, the case is about secrets turned into private business. If Público's account holds, it is espionage for a foreign state. Welt reports that the case has already started a debate about the lobbying work of former top officials.
Where it stands. Hanning is held on suspicion. FAZ says a second person is also suspected. None of the reports we hold contains a charge sheet, a receiving country or a statement from Hanning.
What is being argued about
- Was this resale of secrets through a consultancy, or espionage for a foreign state?
- Where the figure of 2,000 documents comes from
- Who the second suspect named by FAZ is
- What former intelligence chiefs may do after leaving office
