HotNews says one farm fund, iDNES says Agrofert's subsidies, Rzeczpospolita says "part of EU funds"
The European Commission has suspended part of the EU money going to Czechia over Prime Minister Andrej Babiš's potential conflict of interest. Four reports give four descriptions of which money. None gives an amount.
All four agree on the decision. The European Commission has held back part of the EU money going to Czechia over Prime Minister Andrej Babiš's potential conflict of interest. Every report we hold calls the conflict potential. None reports a full suspension, and none gives an amount.
They do not agree on which money.
| Outlet | The money it names |
|---|---|
| HotNews.ro | "only the aid from the European Agricultural Fund for Rural Development" |
| iDNES.cz | "part of the subsidies to firms in the Agrofert holding" |
| Deník N | "part of the subsidies", no fund named |
| Rzeczpospolita | "part of the EU funds for Czechia", no fund, no recipient |
They do not agree on who acted. iDNES and Deník N write "Brussels" — a city, which does not say whether the Commission, the Council or the Parliament decided. HotNews and Rzeczpospolita name the European Commission.
They do not agree on who answers. Deník N gives its headline to Babiš: "It doesn't interest me." iDNES gives its headline to the opposition: "He lied to the nation and to the president." Neither carries the other side up front.
Not settled. How much money. Whether anything beyond the rural development fund is touched — one report says not, and no other report contradicts or corroborates it. What the Commission would accept instead: three reports say the trust does not fix the conflict; none says what would.
What this is about: whether the head of the Czech government can also, in effect, own one of the biggest recipients of EU farm money in his country.
How it got here
- Andrej Babiš built Agrofert, a group of farming, food and chemicals companies. It receives EU agricultural subsidies.
- He founded the ANO party and was Czech prime minister from 2017 to 2021. Czech law then barred ministers from owning firms that receive subsidies. In 2017 he moved Agrofert into trust funds.
- A European Commission audit later concluded that he still had a conflict of interest, and payments to Agrofert were held back. Babiš has consistently denied any conflict.
- ANO won the Czech general election in October 2025. President Petr Pavel said Babiš had to resolve the conflict before taking office. Babiš announced a new trust for his Agrofert shares, and Rzeczpospolita reports that he was sworn in on 9 December 2025.
- Rzeczpospolita reports that suspicions grew in Brussels that he still controls the company informally.
Who is involved, and why
- The European Commission manages the EU budget with member states and must make sure that no one who allocates EU money benefits from it.
- The Czech government administers that money at home, so its head is inside the chain of decisions.
- The Czech opposition has pursued the conflict issue for years.
- President Pavel set the conditions for the appointment.
What is at stake
The EU's farm policy has two parts, which the EU calls pillars:
- Direct payments go to any farmer who meets fixed criteria.
- Rural development grants are competitive, so an official could favour one applicant over another.
Rzeczpospolita reports that only the rural development grants are frozen, because only they carry that risk. If Prague does not fix the conflict, that money stays frozen. The case also tests whether a trust can ever separate a leader from his company in the Commission's eyes.
Where it stands
According to Rzeczpospolita, the Commission says:
- it will not accept Czech payment claims dated from 9 December 2025 onwards until the conflict is dealt with;
- it will pay nothing to entities linked to Babiš.
No report we hold says what arrangement the Commission would accept.
What is being argued about
- Which EU money was suspended, and how much — no report gives a figure
- Whether moving Agrofert into a trust removes the prime minister's conflict of interest
- Whether the actor is named as the European Commission or as "Brussels"
- Whose reply leads: the prime minister's dismissal, or the opposition's accusation
