The offer. Four European reports, published within 80 minutes of each other on 10 September, carry the same promise: $5,000 to every American adult. Not one of them quotes the sentence Trump said.

The condition. It is the whole of the story, and the reports do not agree.

The two are not one promise. Trump is not on the ballot in the autumn midterms. Money that turns on his party holding Congress and money that turns on his own election win are different offers, and these four reports do not let a reader choose between them.

Not settled. What Trump actually made the payment conditional on. What Vice-President JD Vance said when he qualified it — Efimerida ton Syntakton is the only report that mentions a walk-back, and it does not quote him. That report also says the White House has not stated a position. No report gives a polling figure, a cost, or any means of paying.

What this is about. Donald Trump has promised money to American voters ahead of an election, and the reports disagree on what the promise depends on.

How it got here.

Trump won the presidential election in November 2024 and began his second term on 20 January 2025. The same election gave his Republican Party control of both chambers of Congress, the House of Representatives and the Senate.
The US Constitution limits a president to two elected terms. Trump cannot stand for president again.
Every two years, halfway through a presidential term, the United States holds midterm elections. All House seats and about a third of Senate seats are contested. The next midterms fall on 3 November 2026. Parties that hold the White House have often lost seats in them.
taz reports that the Republicans held a party convention in Dallas before this midterm, which it says is a first. Trump made the $5,000 promise in a speech there on 9 September, according to HotNews.ro.

Who is involved, and why.

Trump: the president. He is not on the November ballot, but his party's majorities are.
JD Vance: the vice-president. Efimerida ton Syntakton reports that he moved to qualify the promise.
Congress: under the Constitution it controls federal spending. A payment to every adult would need Congress to approve the money. Who controls Congress after November decides whether that can happen.
European outlets: Welt uses the promise to criticise German politicians who, it says, are making similar pledges this autumn.

What is at stake. If Republicans keep both chambers, Trump keeps a Congress that passes his programme. If they lose one, the opposition can block his spending plans and open investigations. The promise is a bid for votes in that contest. None of the four reports says whether it could actually be paid for.

Where it stands. Efimerida ton Syntakton says the White House has not stated an official position. None of the reports quotes Trump's exact words, gives a cost or names a way of paying. taz says the promise probably reflects poor polling, but gives no poll figure.
