Hungary says 'unacceptable activities'; Moscow says 'Russophobic lobby'
Ten Russian diplomats are out of Budapest. Five reports give four different reasons, and none says what the ten are accused of doing.
The one fact all five carry. Hungary expelled ten Russian diplomats on 8 September. Every report we hold gives the same number and the same stated ground — activities incompatible with diplomatic status under the Vienna Convention.
Four words for one decision.
| Outlet | The reason it gives | Who it quotes |
|---|---|---|
| Ziarul de Gardă | activities "unacceptable for diplomats" under the Vienna Convention | foreign minister Anita Orban |
| Regnum | Hungary "defended its sovereignty" | prime minister Péter Magyar |
| Kyiv Post | "alleged activities deemed unacceptable", and "a major shift" from Budapest's close ties with Moscow | no official named |
| TASS | none given | ministry spokeswoman Maria Zakharova |
| Life.ru | Hungary's new authorities are under the influence of "anti-Russian sentiment" | ambassador Yevgeny Stanislavov |
Hedged on one side. The Kyiv Post hedges the Hungarian charge twice — "alleged", "deemed" — and carries Russia's vow of a "harsh and painful" response flat. TASS gives Zakharova's "Russophobic lobby" its opening sentence and no Hungarian reason at all. Life.ru puts "anti-Russian phobias" in its own headline. Regnum opens with the sovereignty claim as narration, naming Magyar in the sentence after.
Not settled. What the ten are alleged to have done: Ziarul de Gardă says Orban gave no detail, and no report we hold names a single expelled diplomat or a single act. What Moscow's promised response would be. Whether any diplomat has left. Four of the five reports we hold are opening paragraphs only.
What this is about. Hungary, a member of the European Union and NATO, has ordered ten Russian diplomats to leave. It is a break with sixteen years in which Budapest was Moscow's closest partner inside the EU.
How it got here.
- 2010 to 2026: Viktor Orbán was Hungary's prime minister. His government kept buying Russian oil and gas and hired Russia's state nuclear company to expand the Paks power plant.
- 2014 and 2022: Russia's war on Ukraine began in 2014 with the seizure of Crimea and fighting in the Donbas. The full-scale invasion followed in February 2022. The EU answered with rounds of sanctions, and each round needs all member states to agree. Orbán's government repeatedly delayed or threatened to block sanctions packages and aid to Ukraine.
- May 2026: A new government under Péter Magyar took office after Orbán lost. That month, according to Ziarul de Gardă, Budapest expelled one Russian diplomat accused of spying under diplomatic cover. It also summoned Russia's ambassador, Yevgeny Stanislavov, after Russian drone strikes on Transcarpathia. That region of western Ukraine is home to a large ethnic Hungarian community.
Who is involved.
- Hungary's government: prime minister Péter Magyar and foreign minister Anita Orban. She shares a surname with the former prime minister.
- Russia's foreign ministry and embassy in Budapest: both have promised a response.
- The EU: Hungary's vote decides whether sanctions on Russia pass.
- Ukraine: Hungarian vetoes held up aid to it for years.
The rule being used. The 1961 Vienna Convention on Diplomatic Relations lets a host state expel any diplomat without giving a reason. The usual answer is to expel the same number in return.
What is at stake. Suppose the expulsions mark a lasting change. Then Moscow loses its most reliable voice in EU decisions, and sanctions become easier to agree. Suppose they do not. Then Hungary still depends on Russian energy and a Russian-built reactor, and Orban has said the step is not a break in relations.
Where it stands. The ten have been told to go. None of the reports we hold names any of them or says what they did. Moscow has promised a response and not said what it will be.
What is being argued about
- Why Hungary expelled the ten: the Vienna Convention formula, a sovereignty claim, or anti-Russian sentiment
- Moscow's promise of a 'harsh and painful' response, with no detail of what it would be
- Which side gets quoted, and which side gets hedged
- What no report says: the alleged acts, and the names of the ten
