Who is named as acting. Vot Tak writes that the authorities are seizing and destroying the cattle. The two Russian reports name no actor for the killing: the animal is "subject to destruction". Life.ru names an actor for the payment and none for the death.

Not settled. How many animals have been destroyed, and in how many households — no report gives a number. Whether any veterinary authority has confirmed either disease — none of the three quotes a vet. Whether the residents' suspicion is founded: one report carries it, and the other two neither repeat it nor deny it. Vot Tak's own line that the authorities are hiding an outbreak "once again" names no earlier instance.

What this is about. Cattle in two villages near Irkutsk, in eastern Siberia, are being killed to stop an animal disease. The open question is which disease it is.

How it got here. - Lumpy skin disease is a viral illness of cattle. Biting insects spread it: flies, mosquitoes and ticks. It does not infect people. For decades it was an African disease. Over the last decade it spread into the Middle East, the Balkans and southern Russia, and it is now reported across much of Asia. - Foot-and-mouth disease is a different virus. It infects cattle, pigs, sheep and goats, and it spreads much faster, through contact, on vehicles and on clothing. An outbreak usually brings strict quarantine, mass culls and bans on trade in animals and meat. - In Russia, a declared outbreak lets the authorities cull infected herds. The state pays owners compensation for the animals it destroys. - On 8 September, RIA Novosti reported an emergency regime in Irkutsk district, and Life.ru reported the compensation rate for owners in Butyrki and Koty. The same day, Vot Tak reported that the neighbouring republic of Buryatia had put veterinary posts on its border with the Irkutsk region.

Who is involved. - The Irkutsk regional government, headed by governor Igor Kobzev, in office since 2019. It declares the outbreak and pays the compensation. - Russia's veterinary services, which make the diagnosis and order the culls. - Buryatia, the republic east of Lake Baikal. It keeps large herds of cattle and wants to keep the disease out. - Village households, for whom a cow is often food and income.

What is at stake. If the disease is lumpy skin disease, the culls stay local, because insects that spread it die off with the cold. If it is foot-and-mouth, the outbreak is harder to contain, and quarantine could reach well beyond two villages. That is why it matters whether the official diagnosis is right.
