Kyiv Post says $29.5bn at risk; Espreso TV says Brussels suspects the sum was inflated
Six reports carry the same warning from Prime Minister Serhii Koretskyi. Two carry his $29.5 billion, three carry no number at all, and one carries a different number and three unnamed officials who think his was too big.
The statement everyone carries. Prime Minister Serhii Koretskyi told parliament Ukraine's state finances are "close to critical" and urged deputies to pass the bills that release foreign money. All six reports carry that much. What each does with his number is the disagreement.
| Report | Figure carried |
|---|---|
| Kyiv Post | $29.5bn; 42 required decisions moved to 15 October |
| Ukrainska Pravda | $29.5bn, "could cost" |
| Censor.NET | none |
| Ekonomichna Pravda | none; leads on Zelensky |
| Life.ru | none; "the count runs into billions" |
| Espreso TV | $27bn — the EU's separate question |
Who doubts it. Espreso TV, citing the Washington Post, is the only report carrying doubt: three European officials, none of them named, one saying it is "not quite kosher" to run out of money and shrug, another that some in Brussels suspect the sum was inflated to press partners. It is also the only report naming someone who explains the hole — the economist Hlib Vyshlinskyi, who ties it to the chaos after the defence minister's dismissal and a summer rise in military pay left out of the estimate.
Not settled. No report shows a lender confirming $29.5bn; it rests on one statement. Nobody reconciles it with the $27bn. No report names a pension, wage or heating payment that stops if the money does not arrive, and none quotes a deputy being asked to vote or anyone living on a state payment.
What this is about. Ukraine's government has told its own parliament that the state may lose foreign money it has already counted on, because the laws that release that money have not been passed.
How it got here. Russia launched a full-scale invasion of Ukraine in February 2022, and the war has not stopped since. It reshaped the state budget. Ukraine's own revenues go to the war, while much of the civilian side — pensions, public-sector wages, the ordinary running of government — is covered by money from abroad: the European Union, the International Monetary Fund and individual governments. That money does not simply arrive. It comes in tranches, and tranches are conditional — a budget agreed, reforms written into law. When Kyiv's parliament, the Verkhovna Rada, is slow, the cash is slow.
The cushion has been thinning. Espreso TV, citing the Kiel Institute, reports military aid to Ukraine fell from $26.1bn in the first half of 2025 to $19.6bn in the first half of 2026.
Why a hole opened now is disputed. The economist Hlib Vyshlinskyi, who heads the Centre for Economic Strategy, told the Washington Post — carried here by Espreso TV — that it follows the chaos after the dismissal of defence minister Mykhailo Fedorov and a summer decision to raise military pay that was not first written into the estimates. No other report we hold offers an explanation at all.
Who is in it. Prime Minister Serhii Koretskyi, who made the warning to deputies. President Volodymyr Zelensky, who the same day urged them to pass the bills, unpopular ones included. The deputies, who hold the votes. And Brussels, which pays, and which Espreso TV reports has asked Kyiv to explain where an extra $27bn of need came from.
What is at stake. Koretskyi's figure is $29.5bn, against a deadline of 15 October for 42 decisions. No report we hold names a payment that stops if it is missed, and no lender has confirmed the sum.

What is being argued about
- Whether $29.5 billion is at risk, or a figure only one man has said
- Who is named as acting: a prime minister warning, or a country admitting
- Laws called "unpopular" without saying who would pay for them
- A second figure, $27bn, that no report reconciles with the first
