Kyiv Post says Germany "sends" up to 1,000 troops to Lithuania; Vedomosti, The Insider and Regnum say it will compel them
Five reports in 51 minutes, four of them crediting one German newspaper, two verbs for the same order. None carries a word from the German defence ministry.
One account, two verbs. Germany will add postings to its permanent brigade in Lithuania this autumn. Kyiv Post writes that Berlin "Sends Up to 1,000 New Troops". Vedomosti, The Insider and Regnum write that soldiers will be sent by force. All four credit the German paper Bild, within an hour of each other.
Every figure, and what it counts
| Figure | Who carries it | What it counts |
|---|---|---|
| 4,800 by the end of 2027 | Kyiv Post, from Bild | troops Berlin plans on NATO's eastern flank |
| about 60% | Kyiv Post, from Bild | required posts filled by volunteers |
| up to 1,000 | Kyiv Post, from Bild | serving soldiers "potentially affected" |
| nearly one in three | Life.ru, from Der Spiegel | applicants who failed the medical, April to June |
Who is named as ordering it. Regnum alone puts the order on a person — the defence minister, Boris Pistorius — and alone names the unit, the 45th tank brigade. Vedomosti and The Insider write the sending with nobody in the sentence doing it. Kyiv Post's headline has Europe preparing for war; its own text says postings will be added.
Not settled. No German statement. Nobody quotes the ministry, a soldier being posted, or anyone in Lithuania, where the brigade is. The target and the 60% rest on one report; the medical figure rests on one other, which does not mention Lithuania. Whether serving soldiers are ordered there or offered posts, four mastheads reading one article do not tell us.
What this is about. Germany has not found enough volunteers to staff the combat brigade it is stationing permanently in Lithuania. It may now post serving soldiers there whether they want to go or not.
How it got here.
- 2004: Lithuania joined NATO. It borders Belarus and Kaliningrad, a Russian territory on the Baltic Sea that is cut off from the rest of Russia.
- 2014: Russia annexed Crimea and war began in eastern Ukraine.
- February 2022: Russia launched its full-scale invasion of Ukraine. NATO's members on its eastern edge, the Baltic states first among them, asked for more allied troops on their soil.
- June 2023: Germany's defence minister, Boris Pistorius, said Germany would station a brigade in Lithuania permanently. It is the first time since the Second World War that Germany has based a combat brigade abroad for good.
- 2025: The brigade, the 45th tank brigade, was formally set up. Germany's army has had no compulsory service since 2011, so every soldier in it had to volunteer.
Who is involved, and why.
- Germany gave the pledge, pays for the brigade and has to find the soldiers.
- Lithuania asked for the brigade and is building the bases.
- NATO counts the brigade as part of its defence of the eastern flank.
- Russia has long called NATO forces near its borders a threat, and its state media covers each deployment in that light.
What is at stake. The brigade is meant to be ready by the end of 2027 with 4,800 troops, according to Kyiv Post, citing Bild. If volunteers cannot fill it, Germany either compels soldiers to go or misses a promise it made to an ally. Sending troops against their will would also be a change for an army that has relied only on volunteers for fifteen years.
Where it stands. Five reports on 14 September trace back to Bild. They say about 60% of the posts are filled and up to 1,000 soldiers could be affected. None of them quotes the German defence ministry. Our 13 September story covered a separate incident on the same border: The Insider said a drone flew 60km into Kaliningrad.
