Kyiv says a Moscow refinery is burning; Moscow's reports count 17 in hospital and never mention it
Eleven reports on one night of drone attacks on Moscow. Ukraine's General Staff names three damaged units at the Gazpromneft-Moscow refinery. Three Russian reports carry one health ministry briefing: 17 in hospital, two of them children. No report we hold carries both.
One night, two stories. Long-range drones struck Moscow and the region overnight on 20 September. What they struck depends on who is reporting.
| Who says it | What they count |
|---|---|
| Ukraine's General Staff | a large fire at the Gazpromneft-Moscow refinery; three named units hit |
| Volodymyr Zelensky | Ukrainian-made "Flamingo" and "Pelikan" missiles used, a first |
| Russia's health ministry | 17 in hospital, two of them children, one child serious |
| Obozrevatel | at least 403 flights delayed at Moscow airports |
| Verstka | residents say no alerts sounded; the governor closed his comments |
The accounts never meet. No report we hold carries a Russian statement on the refinery. None gives both a count of the hurt and an account of the damage. Four of the eleven reports name Ukraine or its armed forces as striking; seven write the night as a drone attack with nobody named as sending them. All three casualty reports rest on one briefing.
Nobody is named. No report names a person hurt or killed. One Russian headline says a brother and sister were left without parents; we hold no text with it, and no figure for the dead.
Not settled. Whether the refinery was damaged as Ukraine's General Staff describes; whether the two missiles were used at all — one report, one source; how many were hurt beyond that single briefing; and why, as residents told Verstka, no warning sounded.
What this is about. One night of drone attacks on Russia's capital, and three sets of reporting that describe three different events.
How it got here. Russia invaded Ukraine on a full scale in February 2022. The war itself began in 2014, when Russia annexed Crimea and fighting broke out in the Donbas. Ukraine has no air force able to match Russia's and has built long-range drones instead; since 2024 it has struck targets deep inside Russia, oil refineries among them. The Gazpromneft-Moscow refinery, in the Kapotnya district in the south-east of the city, refines crude for the capital region and is owned by Gazprom Neft. Russia's State Duma, the lower house of parliament, was being elected as the drones arrived: the night fell on what Verstka's report calls the last day of voting.
Who is in it. Ukraine's General Staff is the military command that announces strikes; Volodymyr Zelensky has been Ukraine's president since 2019. On the Russian side the health ministry counts the injured, the Moscow region governor speaks for the affected area, and RIA Novosti is the state news agency. The Presidential Council for Civil Society and Human Rights, whose chair RIA quotes, is an advisory body attached to the Russian president. Verstka publishes on Russia from outside the country.
What is at stake. Ukraine's refinery strikes aim at the fuel and the revenue that pay for the war, and at the case that Moscow itself is reachable. Russia's account keeps the night on civilian harm inside its own borders. If Zelensky's missile claim holds, Ukraine's reach is built at home rather than granted by allies.
Where it stands. The two accounts of the same night have not answered each other.
What is being argued about
- What the drones hit in Moscow, and whether the refinery was damaged
- Whether Ukraine used its own cruise and ballistic missiles for the first time
- How many people are in hospital, and who counted them
- Why residents say no air-raid warning sounded on the last day of voting
