Le Figaro says the target was a mosque, Der Standard says a school

Polish prosecutors have charged a 17-year-old over a planned attack. The two reports we hold name different intended targets, and neither mentions the other's.

The case. A 17-year-old in Poland has been charged over a planned attack. The two reports we hold describe the same arrest and disagree on what he meant to attack.

Le Figaro names him as Pawel G. and lists four charges: preparing a terrorist act, promoting Nazi and fascist content, inciting racial hatred, and planning to acquire weapons. Its headline calls him fascinated by Nazism and puts the mosque plan flat, with no source attached.

Der Standard, published 88 minutes earlier, calls him a young neo-Nazi and says he "soll Anschlag auf Schule geplant haben" — is said to have planned an attack on a school. It reports that the Polish intelligence service examined the suspect's storage devices and that his aim was the "Tod vieler Menschen", the death of many people. It gives no name and no charges.

Not settled. Which target the charge sheet names. Whether the two accounts describe one plan or two. Neither report carries the other's target, neither cites the other, and neither quotes anyone at a mosque or a school in Poland. We hold nothing that resolves it.

What this is about. A teenager in Poland has been arrested and charged over an attack he is said to have been preparing, and the reporting we hold cannot agree on where he meant to strike.

How it got here. Poland is a member state of the European Union, and the offences reported here sit in its own criminal law rather than in EU law. Poland's constitution, adopted in 1997, bans political parties that appeal to Nazi, fascist or communist methods, and its penal code makes it a crime to promote fascist or other totalitarian systems and to incite hatred on grounds of nationality, ethnicity, race or religion. Preparing a terrorist offence is punishable separately. That is why Le Figaro's list runs to four counts for a single alleged plot: the ideology, the incitement, the weapons and the attack are each their own charge in Polish law. Poland also runs a domestic security service whose work includes counter-terrorism, and which, on Der Standard's account, examined the suspect's storage devices.

The actors. The accused is 17 and, on both accounts, drawn to Nazism. Polish prosecutors have brought the charges. The intelligence service supplied the reading of the devices that Der Standard reports. Two European papers — Le Figaro in France, Der Standard in Austria — carried the story on the same day, one within ninety minutes of the other.

What is at stake. The two targets are two different cases. An attack planned on a mosque is an attack on a religious minority, and Poland's Muslim population is small and long-established, with a Tatar community present for centuries. An attack planned on a school is a school shooting. Both would be terrorism; they are not the same crime, and they do not carry the same warning to the same people.

Where it stands. He is charged, not tried. Neither report says when he will appear, nor whether a 17-year-old faces this in a juvenile or an adult court.

What is being argued about

  • A 17-year-old charged in Poland over a planned attack
  • Two reports naming two different intended targets
  • What the four charges are, and which report lists them
  • Who is named as the source for the suspect's intent
Same arrest, two targetsSide by side

The bias in this coverageBias

A mosque or a school

The two reports we hold name different targets for the same charged teenager, and neither mentions the other's. One states the mosque plan flat; the other hedges the school plan and attributes the intent to an intelligence service reading the suspect's drives. We hold nothing that resolves which target the charge sheet names.

2 reports we hold on the arrest 1 reports naming a mosque 1 reports naming a school 0 reports naming both targets

What is stated and what is hedged

One report lists four charges as filed and names the accused; the other identifies him only as a young neo-Nazi and puts his plan in the form of an allegation. Neither report counts or names anyone who would have been at the mosque or the school. Neither carries a voice from the community named as the target.

1 reports that name the accused 1 reports that hedge the plan 0 reports quoting anyone at the targeted place
Scored without the mastheads. Where the two passes differ, both are kept.
