Le Figaro writes 'blockade' and leads with Macron on violence; Libération writes 'mobilisation' and leads with the young man's bloodied face
A young man is in hospital in Tours with head injuries after a possible police rubber-bullet shot, and the police inspectorate has been called in. Two French papers use different words for the school walkouts and lead with different things.
What both papers report. A young man was taken to hospital in Tours on 30 September. France's police inspectorate (IGPN) has been asked to investigate. Both papers call the rubber-bullet (LBD) shot only 'possible'. Neither names the young man. Neither quotes a student.
Where they part.
| Le Figaro (2 reports) | Libération (1 report) | |
|---|---|---|
| Word for the walkouts | 'Blocus des lycées' (blockade) | 'Mobilisation lycéenne' |
| Leads with | Emmanuel Macron: anger 'ne justifie pas la violence' | A video of the young man with 'une plaie sanglante au visage' |
| Source for the injury | Tours prosecutor Catherine Sorita-Minard: 'des blessures au niveau de la tête' | The video posted on social media |
| The police | Named only through the IGPN referral | The prefecture is checking 'les caméras-piétons des policiers' |
Macron's remark. Le Figaro reports it, made during a state visit to Spain. He said politicians must not 'légitimer' violence. Libération's report does not carry it. We hold no other report of the remark.
What is NOT settled. - Whether a police LBD round caused the injury. The prefecture is still checking witness accounts and body cameras, Libération says. - Who fired, if anyone did. No report names a shooter. - How badly he is hurt. No report gives his condition. - Who he is, and whether he was taking part in the walkout. - Why the walkouts began. None of the three reports says.
What this is about. French secondary-school students are blocking or walking out of their schools. In Tours, a young man was hurt, and a police weapon may have caused it.
How it got here. Blocking the lycée gates is an old form of protest in France. Pupils barricade the entrance with bins before classes and stop others from going in. Waves of these blockades came in 1986 against a university reform, in 2010 against the pension reform, and in 2018 against changes to university entry and the baccalauréat. They often end in scuffles with police at the school gates. The reports we hold on this wave say that it is spreading across "de nombreux lycées". They do not say what set it off, and we do not know.
The weapon. The LBD (lanceur de balles de défense) fires rubber projectiles. French police use it for crowd control. It came under heavy criticism in 2018-19, during the gilets jaunes protests, for head and eye injuries. That is why a 'possible' LBD shot at a teenager's face is news on its own.
The actors. - The IGPN is the national police's own inspectorate, known as the 'police des polices'. It investigates officers when a prosecutor or the ministry asks it to. - The public prosecutor in Tours runs the criminal inquiry. The IGPN reports to her. - The prefecture is the state's representative in the département and is in charge of the police there. - Emmanuel Macron has been president since 2017. He spoke from Spain, where he was on a state visit.
What is at stake. If the inquiry finds an officer fired at a minor's head, it will reopen the argument over the LBD. If it does not, the government's line that the protests themselves have turned violent will be stronger.
Where it stands. The inquiry is open. The prefecture says it is reviewing body-camera footage. No finding has been published.
What is being argued about
- Whether a police rubber-bullet round injured the young man in Tours
- What to call the walkouts: 'blocus' or 'mobilisation'
- Macron's warning that politicians must not 'legitimise' violence
- The IGPN inquiry and the police body-camera footage
