What happened. On 24 September United Russia proposed Vyacheslav Volodin as speaker of the new State Duma. Its chairman, Dmitry Medvedev, announced this at a joint party meeting. Irina Yarovaya was proposed as first deputy speaker, Interfax and Regnum report.

Who picked him. Every account rests on what Medvedev said. Only Interfax prints his words in full: he said he had discussed it with Putin, who "believes Volodin can successfully continue".

Who the enemy was. Medvedev said attempts to derail the vote had failed. The lede in Life.ru quotes his phrase "Kyiv clowns". Vedomosti's headline says "the West and Ukraine". This story is about who will run Russia's lower house of parliament after this month's election, and how Russian officials are presenting that vote.

The institution. The State Duma is the lower chamber of Russia's Federal Assembly. It has 450 seats and is elected every five years. The last election before this one was in September 2021. The Duma passes the federal budget and the laws that govern the country, including those passed since the war began. The speaker sets its agenda.

The party and the people. United Russia was founded in 2001. It has held a Duma majority since the 2000s and supports Vladimir Putin. Putin has been president since 2000, except for 2008–2012, when he was prime minister. Dmitry Medvedev was president during those four years and then prime minister until 2020. He has chaired United Russia since 2012 and is deputy chairman of Russia's Security Council. Vyacheslav Volodin was formerly a senior Kremlin official and has been Duma speaker since 2016.

The war behind the vote. The war with Ukraine began in 2014, when Russia annexed Crimea and fighting broke out in the Donbas. The full-scale invasion began in February 2022. Since then, Russian officials have often accused Ukraine and Western governments of trying to destabilise Russia from within. Ukraine and its allies have rejected votes that Russia holds in occupied Ukrainian territory.

Who is missing. Russia's best-known opposition figures are in exile or in prison, or have died. Alexei Navalny died in an Arctic prison colony in February 2024. Many independent Russian outlets have been blocked or labelled foreign agents, and they now report from abroad.

What is at stake. Whoever leads the Duma leads the chamber that will pass Russia's wartime budgets for five years. Whether the choice is credited to the party or to the president shows where readers are told the decision was made.

Where it stands. These are party nominations. The new Duma still has to elect its speaker. None of the reports we hold carries an official final result.
