Life.ru says the tanker strikes killed people; Regnum says the cloud reaches Vienna in 2.5 days; Interfax says Europe should step back
Rosatom's head spoke once in Vienna on 14 September. Three Russian reports take three different arguments from it, and we hold no other account of the strikes he described.
One speaker, one day, three arguments. Rosatom's head Alexei Likhachev spoke at the 70th IAEA General Conference in Vienna on 14 September. Three Russian reports carry him, and each takes a different sentence as the news.
| Report | What it leads with | Who is named as striking | The figure given |
|---|---|---|---|
| Life.ru | strikes on road tankers carrying diesel for the Zaporizhzhia plant; "people died" | no one | none — no count, no place |
| Regnum | a radiation cloud reaching Vienna in two and a half days, if there is a catastrophe | no one | 2.5 days |
| Interfax | European leaders "should distance themselves" from Ukrainian attacks | Ukraine | none |
The deaths are asserted; the travel time is measured. One report says people were killed and credits the state corporation for it — no number, no names, no date for the strikes. The number given precisely is how long a radiation cloud would take to reach the city the meeting was held in.
The attacker changes between reports. In Life.ru's sentence the tankers are struck by nobody. In Interfax's, the attacks are Ukrainian and their purpose — provoking a nuclear threat — is carried as description rather than as an allegation.
Not settled. All three reports trace to Rosatom's own account of its chief's words. We hold no IAEA statement, no Ukrainian response, and no account of the tanker strikes from anyone but Rosatom. The deaths, the number of vehicles and the date are unverified beyond it.
What this is about: who is keeping Europe's largest nuclear power station safe, and whose account of the danger to it gets heard. The plant sits inside a war zone, in territory Russia's army holds.
How it got here. - The war between Russia and Ukraine began in 2014. That year Russia annexed Crimea, and fighting broke out in the eastern Donbas region. - On 24 February 2022 Russia launched a full-scale invasion of Ukraine. - In early March 2022 Russian forces took the Zaporizhzhia nuclear power plant, in the town of Enerhodar on the Dnipro river. Ukrainian staff kept working there under Russian control. - In September 2022 Russia declared that it had annexed the Zaporizhzhia region. Ukraine rejects that claim, and so do most UN member states. Russia then put the plant under an operator set up by Rosatom, its state nuclear corporation. Ukraine's own nuclear operator still says the plant is Ukrainian. - Also in September 2022, the International Atomic Energy Agency (IAEA) stationed its own experts at the site. The reactors have been shut down since then. They still need a steady supply of power to keep their fuel cool. When the outside power lines are cut, that comes from diesel generators. This is why fuel deliveries matter.
The actors. - Rosatom runs the plant for Russia. Its head, Alexei Likhachev, speaks for Moscow on nuclear matters. - The IAEA is the UN-linked nuclear watchdog, based in Vienna. Its director general is Rafael Grossi. It monitors the plant but does not govern it. - Ukraine says the plant is occupied and should be returned. - European governments back Ukraine and would be exposed to any radiation release.
For years each side has accused the other of attacks that put the plant at risk. The IAEA has reported the damage and has generally not said who caused it.
What is at stake. A serious accident would spread contamination across borders, and nobody disputes that. What is disputed is who is endangering the plant, and who should control it.
Where it stands. The plant is still held by Russia. The IAEA held its annual General Conference in Vienna in September 2026, and Rosatom's head raised the plant there. His claim that fuel convoys were struck comes only from Rosatom. We hold no other account of those strikes.
