Life.ru says Trump "intends to sign"; Kyiv Post says "sign, veto, or potentially pocket-veto"
The US House passed the Russia sanctions bill on 16 September. Six of the ten reports we hold call it the «адские санкции» — hell sanctions — bill, Kyiv Post calls it "nuclear", and two name it for the senator who wrote it. Not one quotes a member of Congress.
The vote. The US House of Representatives passed a wide Russia sanctions package on 16 September, Vot Tak reports, and it now goes to President Trump. Ziarul de Gardă, citing Reuters, puts the vote on Wednesday. No report we hold says it has become law. Kyiv Post describes "sweeping sanctions on Russia and foreign enablers including 100 percent tariffs on major energy buyers".
What it is called.
| Outlet | What it calls the bill |
|---|---|
| Vot Tak | «адские санкции»; «законопроект Линдси Грэма» |
| Kyiv Post | "'Nuclear' US Sanctions Bill" |
| Censor.NET | the bill of the «покійного» — late — senator Lindsey Graham |
| Ukrainska Pravda | «пекельними санкціями»; a «новий закон» |
What happens next. Life.ru says Trump «намерен подписать», attributing that to The Wall Street Journal citing a White House representative. Kyiv Post, published 38 minutes earlier, leaves three doors open: "Trump could sign, veto, or potentially pocket-veto the bill."
Who objects. China's foreign ministry, in three reports. Hungary, in two, asking Washington for an exemption. The Kremlin, in one, telling Reuters that new sanctions «ar îngreuna» — would make harder — a peace agreement.
Not settled. Whether Trump signs: one report carries the intention, at two removes. Whether the measures bite if he does — Kyiv Post says enforcement is his job; The Insider's US legal specialist says application stays «на усмотрение Трампа». And no report we hold quotes anyone who voted, either way.
A bill in the United States Congress would penalise other countries for buying Russian oil and gas. Whether it takes effect now rests with President Trump.
How it got here. Russia and Ukraine have been at war since 2014, when Russia annexed Crimea and fighting began in eastern Ukraine; Russia's full-scale invasion began in February 2022. The United States and its allies answered with sanctions on Russian banks, companies and officials. Russia kept selling oil and gas, because other countries kept buying it. This bill aims at the buyers instead — what Kyiv Post sums up as "100 percent tariffs on major energy buyers". Censor.NET names its author as Lindsey Graham, a Republican senator it describes as dead.
How a US bill becomes law. It must pass both chambers of Congress — the House of Representatives and the Senate — and then go to the president. He can sign it; he can veto it, sending it back; or he can leave it unsigned as Congress adjourns, which kills it without a veto. That last route is the "pocket veto" Kyiv Post lists as a third possibility.
Who is in it, and why. China buys Russian energy at scale, and Obozrevatel notes that Chinese-Russian trade has grown in recent years; Beijing says its trade with other countries should not become an object of Washington's pressure. Hungary, a member of both the European Union and NATO, still buys Russian oil and gas, and has sent the chair of its parliament's foreign affairs committee to Washington to ask to be left out. Moscow says the measures would make a settlement in Ukraine harder to reach.
What turns on it. Signed and enforced, the bill puts a price on buying Russian energy anywhere in the world. Signed and left on the shelf, it changes nothing — which is why the argument over who enforces it is the argument.
Where it stands. On the president's desk, unsigned, as of the last report we hold.
What is being argued about
- What to call the bill: «адские санкции», "nuclear", or Lindsey Graham's bill
- Whether Trump signs it — a stated intention, or three open outcomes
- Whether the sanctions would actually be applied, and who decides that
- Who objects: Beijing, Budapest and Moscow — and nobody inside Congress
