Morning Star credits Miliband with the sanctions; RTÉ has Burnham defending the import block in parliament
Four reports, four names for one measure: "sanctions", "a ban on trade with illegal Israeli settlements", "block imports". RTÉ alone gives Britain 30 days to shut its Jerusalem consulate.
The ban. All four reports we hold say the UK government has stopped trade with Israeli settlements in the occupied West Bank. Israel replied by ordering Britain's Jerusalem consulate shut. Neither point is disputed in anything we hold.
Who did it, and what it is called, changes with the report.
| Report | What it calls the measure | Who it names as acting |
|---|---|---|
| The Guardian | "a ban on trade with illegal Israeli settlements" | Ed Miliband, foreign secretary |
| Morning Star | "the penalties announced by Ed Miliband this week" | Ed Miliband |
| The Independent | "a trade ban with Israeli settlements" | Miliband announced it; Gideon Saar closed the consulate |
| RTÉ News | "block imports from Israeli settlements" | Prime Minister Andy Burnham, in parliament |
The consulate. The Independent has Israeli foreign minister Gideon Saar announcing the closure on Tuesday and gives no deadline. RTÉ's headline gives Britain 30 days. One report carries the clock.
Nobody quotes a Palestinian. The case that closing the consulate harms Palestinians is made in every report by Israelis — two former diplomats and one serving director. Ilan Baruch tells The Independent the consulate is there chiefly to deal with the Palestinian Authority.
Not settled. Whether the deadline is 30 days. Whether intelligence sharing holds: only the Guardian reports it, on Miliband's own word, and says it counters predictions of collapse without saying whose. Whether the consulate goes or only its staff — Baruch expects pressure to leave, "but not remove the consulate altogether".
What this is about. Britain has stopped trade with Israeli settlements in the occupied West Bank. Israel has responded by ordering Britain's consulate in Jerusalem to close.
How it got here. - 1967. Israel captured the West Bank and East Jerusalem in the Six-Day War. It has occupied them since and has built settlements there for Israeli citizens. - Legality. Most governments, including Britain's, say the settlements are illegal under international law. The International Court of Justice gave an advisory opinion to the same effect in July 2024. Israel disputes this. - 1990s. The Oslo Accords created the Palestinian Authority, which runs parts of the West Bank. The stated goal was a "two-state solution": a Palestinian state alongside Israel. Settlement growth is one of the main obstacles to it. - Since October 2023. The Gaza war, which followed the Hamas-led attacks of 7 October, drove relations between Israel and Western governments further apart. In 2024 and 2025, Britain sanctioned individual violent settlers. In June 2025, it sanctioned two Israeli ministers, together with Australia, Canada, New Zealand and Norway. In September 2025, Britain recognised the State of Palestine. - This month. The reports say the government has now gone further and blocked trade with the settlements themselves.
The actors. - The UK government. The reports name Andy Burnham as prime minister and Ed Miliband as foreign secretary. - Israel's government. Gideon Saar is its foreign minister. - The Palestinian Authority. Britain deals with it mainly through the Jerusalem consulate. Its embassy in Tel Aviv handles relations with Israel.
What is at stake. - The consulate. If it closes, Britain loses its main office for dealing with Palestinians. - Intelligence. The two countries' spy agencies share information. The Guardian reports that Miliband says this will continue. - Other governments. Miliband tells the Guardian that others, including the US, share Britain's "frustration" at Israel's failure to constrain settlers. Whether any of them follow Britain is open.
Where it stands. The trade block is in place. Israel has ordered the consulate shut. RTÉ reports a 30-day deadline. We hold no second report that confirms it.
