Moscow calls its Kyiv strikes a 'response' to 'terrorist acts'; on the bridges, a Ukrainian outlet names Russia as attacker and a Russian one names no one
Russia's foreign ministry told diplomats and foreigners to leave Kyiv and said massive strikes would continue. Five reports carry the warning. None we hold carries a reply from Kyiv or from any embassy.
The warning. Russia's foreign ministry urged foreign diplomats to leave Kyiv on 3 October and said massive strikes on the city would continue, Reuters reported. Ziarul de Gardă, citing AFP, says the ministry "reiterated" an earlier warning. We do not hold that earlier warning.
The justification. The Moscow Times quotes the ministry calling its attacks a response to Ukraine's "terrorist acts". That is what Moscow said. No report we hold tests it.
| Outlet | How the strikes are described | Whose words |
|---|---|---|
| Reuters | "massive strikes" (headline only) | Russia's, unattributed in the headline |
| The Moscow Times | a response to "terrorist acts" | Russian ministry, quoted |
| Ziarul de Gardă (AFP) | "massive retaliation attacks" | Russian ministry, via AFP |
| El Mundo | blame falls "entirely on those who ignore" the warning | Russian ministry, quoted |
The bridges. Two reports pass on one New York Times assessment that strikes on Kyiv's bridges could force long closures and a "logistical nightmare". Ekonomichna Pravda names "Russian attacks". Life.ru writes "strikes on the bridges", with no actor named.
What is not settled - Whether any bridge has been hit or closed. We do not hold the New York Times piece. - Kyiv's answer, and any embassy's. 0 of 5 reports on the warning carry one. - Anyone killed or hurt. 0 of 7 reports give a figure.
What this is about. Russia has told foreign diplomats to leave the capital of the country it is at war with, and says it will keep striking that city.
How it got here. Russia annexed Crimea from Ukraine in 2014 and backed armed separatists in the eastern Donbas region the same year. On 24 February 2022 it launched a full-scale invasion. Its forces tried to take Kyiv in the first weeks and withdrew from the region around the capital that spring. Foreign embassies that had left Kyiv then returned. Since then Russia has struck Ukrainian cities, Kyiv among them, with missiles and drones, and Ukraine has struck targets inside Russia. Moscow describes some Ukrainian operations as terrorism. Kyiv rejects that label and says it is defending itself.
Who is involved. - Russia: the attacking state. Its foreign ministry issued the warning. - Ukraine: the defending state. Kyiv is its capital and seat of government. - Foreign governments: they keep embassies in Kyiv. Under the 1961 Vienna Convention on Diplomatic Relations, diplomatic missions are inviolable.
Why the bridges matter. The Dnipro river runs through Kyiv and splits it into a western and an eastern bank. A handful of road and rail bridges join the two halves. Long closures would cut traffic across the city and on routes that cross the country. That is the risk the New York Times assessment describes.
What is at stake. Russia has warned foreign embassies outright, which is a rare step. If governments pull their staff, Kyiv loses the diplomatic presence it rebuilt after 2022. If they stay, Russia's ministry has said in advance that it holds them responsible for what follows.
Where it stands. The warning has been issued. The reports we hold do not say whether any embassy has replied or moved, or whether any bridge has been hit.
