Moscow says it hit a Vodafone data centre; Ukraine's press says a drone damaged Kyivstar's head office
Russian strikes on 26–27 September strained Ukraine's phone and internet networks, mostly around Kyiv. Each side's account names a different target, and none of the nine reports we hold sets the two accounts side by side.
What happened. Russian strikes hit Ukraine's telecoms network on 26–27 September. Life.ru reports that Ukraine's digital ministry said the problems were mostly in Kyiv and the surrounding region. Censor.NET quotes the ministry as saying the past day "була складною" (was hard) and that crews are repairing damaged sites.
What was hit: the accounts differ.
| Account | Target named | Carried by |
|---|---|---|
| Russia's defence ministry | a Vodafone data centre | Ekonomichna Pravda, as a claim |
| Ukrainian press | Kyivstar's head office, damaged by a drone | Ukrainska Pravda, Ekonomichna Pravda; Obozrevatel without naming the company |
| Ukrainian press | an administrative building in Holosiivskyi district | Ukrainska Pravda, Censor.NET |
How it was framed. Life.ru's headline says Ukraine "официально признали" (officially admitted) the outages. Its text says only that the ministry stated them. The Insider puts both sides' strikes in one headline: Ukraine's on a Russian refinery and missile plant, and Russia's on Ukrainian data centres.
Who is named as acting. 5 of 9 reports name Russia. 2 call the attacker only "enemy". 2 name no attacker at all.
What is not settled. - Whether a Vodafone data centre was hit. No report we hold carries Vodafone's or Kyiv's word on it. - Who the Holosiivskyi building belongs to. Neither report says. - How many people were hurt. Ukrainska Pravda says people were hurt in Shevchenkivskyi district and gives no number. - How long the outages lasted, and how many users lost service.
This story is about Russian strikes on Ukraine's phone and internet networks, centred on the capital, Kyiv.
How it got here. Russia and Ukraine have been at war since 2014. That year Russia annexed Crimea and backed armed separatists in the eastern Donbas region. In February 2022 Russia launched a full-scale invasion. Its forces were pushed back from around Kyiv that spring, and the war settled into a long front across the east and south. From autumn 2022 Russia struck Ukraine's power grid with missiles and drones, cutting electricity to cities in winter. Ukraine has answered with long-range drone strikes inside Russia, often on refineries and arms plants. Civilian infrastructure has become a front of its own.
The actors. Russia's defence ministry announces what it says its forces hit. Ukraine's Ministry of Digital Transformation runs the government's digital services and speaks for the state on the telecoms network. Kyivstar is Ukraine's largest mobile operator and is owned by the VEON group. Vodafone Ukraine is a separate operator. It uses the Vodafone brand under licence and has been owned since 2019 by the Azerbaijani group NEQSOL. Data centres hold the servers that carry calls, internet traffic, and government and banking services.
What is at stake. Phone and internet lines carry air-raid alerts, emergency calls, payments and the state's own services. If strikes take them down, daily life and the logistics of the war slow down. If the networks hold, this line of attack does little.
Where it stands. The digital ministry says repairs are under way. Neither side has confirmed the other's account of what was hit, and the reports we hold quote neither company.
What is being argued about
- Which targets were hit: a Vodafone data centre, as Moscow says, or Kyivstar's head office, as Ukraine's press says
- Whether Ukraine 'admitted' the outages or simply reported them
- Who is named as the attacker, and who is not
- How many people were hurt, which no report counts
