Moscow says it hit 'industry sites'; Dnipro mourns dead that no report counts
Russia's defence ministry, through TASS, says a large overnight strike used Tsirkon missiles against metallurgical and chemical sites. RIA Novosti says a Dnipro pipe plant stopped work. Censor.NET says Dnipro will mourn its dead on 23 September. None of the three reports we hold gives a death toll.
Three reports, three different things counted. The two Russian state outlets describe weapons and factories. The Ukrainian outlet describes mourning. No report we hold says how many people died.
| Outlet | What it reports | People mentioned? |
|---|---|---|
| TASS (state, citing Russia's defence ministry) | Tsirkon missiles used in a "massive nighttime strike against targets"; headline names metallurgical and chemical sites | No |
| RIA Novosti (state) | A pipe-rolling plant in "Dnepropetrovsk", hit by Russian forces, has stopped work | No |
| Censor.NET (Ukraine) | A day of mourning in Dnipro on 23 September "for those killed as a result of Russian attacks" | Dead mentioned, not counted |
Who is named as acting. All three reports name Russia as the side that struck. On that much, the Russian ministry's claim and the Ukrainian report agree.
The weapon is a claim. Only TASS names the Tsirkon, and it is quoting Russia's defence ministry. No Ukrainian report we hold names the weapons used.
The old name. RIA Novosti calls the city Dnepropetrovsk. Ukraine renamed it Dnipro in 2016.
What is not settled
- How many people were killed or injured, and where. No report we hold gives a number or a name.
- Which plant was hit and how badly. We hold only RIA Novosti's headline.
- Whether the people being mourned died in this strike or in earlier ones. Censor.NET says "Russian attacks", plural.
- Whether Tsirkon missiles were used. Only Russia's defence ministry says so.
What this is about. Russia struck Ukraine overnight into 22 September 2026. One of the places hit was industry in Dnipro, a large city in east-central Ukraine.
How it got here. Russia and Ukraine have been at war since 2014. That year Russia annexed Crimea and backed armed separatists in the eastern Donetsk and Luhansk regions. In February 2022 Russia launched a full-scale invasion. Since then both sides have struck far behind the front line. Russia has repeatedly hit Ukrainian power plants, factories and cities with missiles and drones. Ukraine has struck Russian refineries, airfields and military sites.
The place. Dnipro sits on the Dnipro river. It is one of Ukraine's main industrial cities, with steelworks, pipe mills and chemical plants. Until 2016 it was called Dnipropetrovsk, or Dnepropetrovsk in Russian. Ukraine renamed it under laws removing Soviet-era names. Russian state media often still use the old name.
The weapon. The Tsirkon is a Russian hypersonic cruise missile, launched from ships and submarines. Russia presents it as hard to intercept.
The actors.
- Russia's defence ministry speaks for the armed forces. It announces what it says it struck and rarely reports harm to civilians.
- TASS and RIA Novosti are Russian state news agencies. They carry the state's account.
- Censor.NET is a Ukrainian news site. Ukrainian city authorities declare days of mourning after deadly attacks.
What is at stake. Metallurgy and chemicals are a core part of Ukraine's economy and of its war effort. Russia calls such plants legitimate targets. People work in them and live beside them, so a strike on industry also raises the question of who was inside.
Where it stands. As of 22 September, Dnipro has declared the next day a day of mourning. None of the reports we hold, from either side, gives a death toll. We hold no independent count.
What is being argued about
- Russia's defence ministry says Tsirkon missiles hit metallurgical and chemical sites
- A pipe-rolling plant in Dnipro stopped work, RIA Novosti says
- Dnipro mourns its dead on 23 September, with no number given
- The Russian reports mention no people at all
