Moscow's election officials say the Duma vote runs 'without violations'. Vot Tak says polling stations threw out an anti-war candidate's observers
On the first of three voting days, Interfax, Regnum and Life.ru carry one Moscow election official saying there are no problems. Vot Tak, Mediazona and OC Media report observers removed, a man jailed and public employees pressured. None of the ten reports we hold puts a complaint to an official.
The official account. Interfax, Regnum and Life.ru quote the same man: Dmitry Reut, deputy chair of Moscow's city election commission. Interfax and Regnum give his words as "без нарушений" (without violations). Life.ru gives them as "в штатном режиме" (running normally) and says the commission "records no problems". So the three outlets carry one voice. Regnum credits the "no violations" line to a public observation headquarters.
The other account.
| Outlet | What it reports | Its source |
|---|---|---|
| Vot Tak | Moscow polling commissions expelled observers sent by anti-war candidate Yulia Kuznetsova | one removed observer; the legal project Slovo Zashchite |
| Mediazona | A St Petersburg court jailed Oleg Petrov for 10 days over posts about the Communist Party's observer project | the city courts' press service |
| OC Media | Public employees in Dagestan say they were pressured to vote United Russia; a Yabloko candidate withdrew, citing threats | not named in the text we hold |
| Kyiv Post | Yabloko "was barred" | not named |
Turnout. Life.ru and Vedomosti report turnout above 20% on day one. Life.ru gives 20.03% at 15:39 Moscow time. Both figures come from the Central Election Commission alone.
What is not settled. No official is quoted answering any complaint. We could not confirm that Kuznetsova has disappeared. That claim comes from one politician, cited by Vot Tak. The reports disagree on Yabloko. Kyiv Post says the party was barred. OC Media reports a Yabloko candidate withdrawing, so at least one was standing. Neither says which races.
What this is. Russia is electing the State Duma, its lower house of parliament, over three days. This story is about whether that vote is being run fairly.
How it got here. The Duma has 450 seats. It is elected every five years; the last election was in September 2021. United Russia has held a majority since the 2000s. It is the party that backs President Vladimir Putin. Since 2020, Russian votes have been spread over several days. Critics say that makes independent watching harder, and officials say it makes voting easier. Russia invaded Crimea and eastern Ukraine in 2014, then launched its full-scale invasion in February 2022. Since then, laws against "discrediting" the army have been used against critics of the war. Many independent outlets now report on Russia from exile. That makes this the second Duma election held while the full-scale war goes on.
Who is involved. Election commissions run the vote at every level, from the Central Election Commission down to each polling station, and they publish the turnout figures. Candidates and parties may send observers to polling stations. The Communist Party, the second-largest party in the Duma, runs its own observer project. Yabloko is a liberal party founded in 1993 that opposes the war. It has not held Duma seats since 2003. Dagestan is a republic in Russia's North Caucasus.
What is at stake. The Kremlin points to turnout and a clean count as proof that the vote is legitimate. Critics quoted by Kyiv Post say the vote offers little competition and could produce a more militarised parliament. If observers are removed, the only record of a polling station is the one its own commission keeps.
Where it stands. Voting began on 18 September and runs for two more days. There are no results yet.
What is being argued about
- Whether Moscow's vote is clean: one official says yes, one removed observer says observers were expelled
- Workplace pressure on public employees in Dagestan, and a Yabloko candidate who withdrew
- A 10-day jail term over posts about a party's observer project
- Turnout above 20%, from the Central Election Commission alone
