Mureșan promises a programme by the weekend; PSD's Grindeanu says 'they have no programme, they have a rotation'
President Nicușor Dan has named MEP Siegfried Mureșan to form a minority government backed by PNL, USR and UDMR. PSD and AUR, the two big parties outside that camp, both refuse to back him. The parties disagree on who is manoeuvring and on whose idea a rotation is.
The nomination. President Nicușor Dan named Siegfried Mureșan, an MEP in the EPP group, as prime minister on Friday, Digi24 reports. PNL, USR and UDMR back him. Mureșan says he will write a programme this weekend and negotiate with MPs next week.
Five parties, five readings.
| Party | What it says | Reported by |
|---|---|---|
| PNL | The nomination came "cu aproape 3 luni întârziere" (nearly three months late). Bolojan learned of it 30 minutes before | HotNews.ro, Digi24 |
| USR | "Deschiși pentru discuții inclusiv cu PSD" (open to talks, PSD included) | Digi24 |
| UDMR | Rebuild the majority that broke apart in April. A rotation "poate fi în continuare o soluție" (could still be a solution) | Digi24 |
| PSD | "N-au program, au o rotativă" (they have no programme, they have a rotation), says Grindeanu. A rotation is "absolut ridicol" (absolutely ridiculous), says Zamfir | HotNews.ro, Digi24 |
| AUR | Dan "are un plan cu PSD" (has a plan with PSD) to name Grindeanu once Mureșan fails | Digi24, HotNews.ro |
Whose idea is the rotation? Grindeanu says Mureșan is the one talking about it. Digi24's report of the joint press conference has UDMR's Tánczos Barna raising it, not Mureșan.
The rating. Only HotNews.ro carries a Fitch warning. It quotes an unnamed analyst via Bloomberg. The quote it prints speaks of fiscal predictability. It does not say "junk".
Not settled. Where Mureșan finds a majority. What his programme contains, because it is not yet published. Whether AUR's claim of a plan between Dan and PSD has any basis: none of the reports carries a reply from the president.
What this is about. Romania has no government with a working majority. The president has now asked a centre-right MEP to try to build one.
How it got here. Romania's Constitutional Court annulled the presidential election of November 2024. Nicușor Dan, the independent mayor of Bucharest, won the rerun in May 2025 against George Simion of AUR. In June 2025 Ilie Bolojan of the National Liberal Party (PNL) became prime minister. He led a four-party coalition: PNL, the Social Democrats (PSD), the reformist USR and UDMR, the party of the Hungarian minority. That government set out to cut the largest budget deficit in the EU. It raised taxes and cut spending, and the measures strained the coalition. UDMR says the majority broke apart in April. PNL's leader says the president named a new prime minister nearly three months late.
The actors. The president names a candidate. Both chambers of Parliament then sit together and must approve the candidate and the cabinet by an absolute majority. PNL, USR and UDMR together do not hold one. PSD is the largest party from the old coalition. AUR is the largest national-right party and was never in the coalition. Siegfried Mureșan has been an MEP since 2014. He is a PNL member and sits in the EPP group.
What is at stake. Either a government that can pass a budget, or a longer stalemate. Romania's credit rating is one step above "junk". HotNews.ro reports a Fitch analyst warning that a long crisis raises doubts about the country's ability to make its fiscal adjustments. A downgrade would raise the state's borrowing costs.
Where it stands. Mureșan says he will set out a programme this weekend and seek votes next week. PSD and AUR, the two big parties outside his camp, say they will not back him.
What is being argued about
- Whether Mureșan can find a majority in Parliament for a minority government
- Whether a rotation of the premiership with PSD is back on the table, and whose idea it is
- AUR's claim that the president has a plan with PSD
- A Fitch warning on Romania's rating, carried by one outlet
