'No plans to negotiate', says Iranian state media; separate talks with mediators by Tuesday, says an official
Six reports on 28 September give two accounts of US–Iran contacts. Iran's ISNA agency says Foreign Minister Abbas Araghchi will meet mediators in New York with no American present. Asharq Al-Awsat's headline says Iran has no plans to negotiate at all. No mediator speaks on the record.
Both accounts agree on one thing. Iran's ISNA agency, carried by An-Nahar and LBCI, says Araghchi meets mediators in New York on Monday. It says no US representative will attend. An official told Reuters that mediators will hold separate talks with each side on Monday or Tuesday. An-Nahar and the Jerusalem Post carry that account.
Where they differ.
| Report | Talks? | Source |
|---|---|---|
| Asharq Al-Awsat | "No plans to negotiate with US" | Iranian state media, headline only |
| An-Nahar, LBCI | Araghchi discusses "the latest proposals" with mediators, no American present | ISNA |
| Jerusalem Post | Separate talks, Monday or Tuesday | One unnamed official |
What is on the table also differs.
- The Jerusalem Post and An-Nahar, citing the official: an amended version of Iran's seven-day proposal.
- An-Nahar, citing media reports: a seven-day halt to all hostilities in the Middle East, Lebanon included.
- A second Jerusalem Post report, citing the Wall Street Journal: negotiators want nuclear concessions in exchange for US talks.
Who is named. Trump is the only named speaker on the proposal. An-Nahar alone says he rejected it on Saturday as unacceptable. No other report we hold confirms that.
Not settled.
- Whether "no plans to negotiate" means no direct talks or no talks at all. We hold only Asharq Al-Awsat's headline, not its text.
- Whether a US team meets the mediators, and when.
- What the amended proposal says. No report carries its text.
What this is about. Whether the United States and Iran will talk through go-betweens about ending the fighting between them.
How it got here. The two countries have had no diplomatic relations since the 1979 revolution and the seizure of the US embassy in Tehran. Their central dispute is Iran's nuclear programme. A 2015 deal, the JCPOA, limited that programme in exchange for lifting sanctions. The US left the deal in 2018 and reimposed sanctions. Hostility deepened after the Gaza war that followed the attacks of 7 October 2023. Israel and Iran exchanged direct strikes in 2024. In June 2025 Israel attacked Iran, and the US struck Iranian nuclear sites. This year the conflict became open fighting between the US and Iran. The reports describe the Strait of Hormuz as closed and a US blockade around it. They say commercial ships have moved under US military escort since early May. One report says Iran came close to a nuclear compromise earlier this year, in talks with Vice-President JD Vance.
The actors. Abbas Araghchi is Iran's foreign minister. Donald Trump is US president. Qatar hosts a large US air base and keeps open channels to Tehran, and it has long carried messages between the two. The Revolutionary Guard is Iran's elite military force, separate from the regular army. It claims control of the strait. US Central Command runs American forces in the region and says the strait remains open.
What is at stake. Hormuz is the narrow sea lane between Iran and Oman that links the Gulf's oil producers to the open ocean. Whether it reopens depends on these talks. So may the fighting in Lebanon, which one proposal would include.
Where it stands. Iran put forward a seven-day proposal on the sidelines of the UN General Assembly in New York. Araghchi and Qatari mediators remain in the US. Any talks are indirect.

What is being argued about
- Whether Iran is negotiating with the US at all, or only through mediators
- What the amended seven-day proposal covers: Lebanon, or nuclear concessions
- Whether Trump's rejection on Saturday ended the proposal or only one version of it
- Who controls the Strait of Hormuz: the Revolutionary Guard or US Central Command
