Novaya Gazeta Europe says a six-month rollover failed, Espreso says France and Slovakia blocked twelve months, and only Espreso says why Paris wants Usmanov off the list
The EU's list of about 3,000 Russian people and companies was extended by one week on 14 September. The way out now on the table would unfreeze Alisher Usmanov's assets and lift his entry ban while keeping his name on the list. Two reports describe it, both from the same Financial Times story and its unnamed diplomats.
What happened. Novaya Gazeta Europe and Espreso both say EU ambassadors agreed on 14 September to extend the list by only one week. Both say the deadlock is over Alisher Usmanov: France and Slovakia want him delisted.
The proposed deal. Both say Ireland, which holds the Council presidency, and the EU's diplomatic service proposed unfreezing Usmanov's assets and lifting his entry ban while keeping him on the list. Both credit this to the Financial Times, which cites diplomats it does not name.
Where the two accounts differ
| Novaya Gazeta Europe | Espreso | |
|---|---|---|
| Extension that failed | "на полгода", the usual term | "на 12 місяців" |
| Why France wants him off | not given | a proposed release of French citizens held in Azerbaijan |
| Germany and Italy | "готовы рассмотреть" France's proposal | "можуть погодитися" on the compromise |
| What comes next | not given | talks on 21 September; the extension runs out at midnight on 22 September |
Who objects. Both say other member states fear a precedent for oligarchs challenging sanctions in court. Only Espreso quotes one of the diplomats, still unnamed.
What is not settled. Whether the failed extension was for six months or twelve. Whether France's demand is tied to prisoners in Azerbaijan: only Espreso says so, and Paris is not quoted in either report. Slovakia's reason, which neither report gives. No official from any government is named in either report.
This story is about whether the EU renews its sanctions on Russian individuals and companies, and whether one businessman's case can hold that up.
How it got here. The EU began sanctioning people it held responsible for undermining Ukraine's territorial integrity in 2014, after Russia annexed Crimea and war broke out in eastern Ukraine. After Russia's full-scale invasion in February 2022, the list grew sharply. Usmanov, a Russian billionaire with metals and telecoms interests, was added that year, as was Roman Abramovich. The listings freeze assets and bar entry to the EU. They lapse unless renewed, and renewal needs all 27 member states to agree. Novaya Gazeta Europe says the list, now about 3,000 names, is usually renewed for six months.
The actors. France and Slovakia are asking for Usmanov to come off. Espreso links France's demand to French citizens held in Azerbaijan; neither report gives Slovakia's reason. Ireland holds the rotating presidency of the Council of the EU and chairs the ambassadors' talks. The European External Action Service is the EU's diplomatic service and drafts sanctions proposals. Other member states fear that softening one listing will help other oligarchs contesting sanctions in the EU courts. Usmanov is one of them. Abramovich lost his third court challenge this month.
What is at stake. If no one agrees, the listings lapse, and the whole list could fall along with Usmanov's name. If the compromise passes, one sanctioned man gets his money and his travel back while keeping the label. Critics quoted in both reports say that would weaken the regime and set a precedent.
Where it stands. Espreso reports that ambassadors failed again on 18 September, meet again on 21 September, and that the one-week extension runs out at midnight on 22 September.
What is being argued about
- Whether the blocked renewal was for six months or twelve
- A compromise that unfreezes Usmanov's assets but keeps him listed
- France's reason: prisoners in Azerbaijan, carried by one report only
- Fear of a precedent for oligarchs suing in EU courts
