Obozrevatel calls it "the 17th missile strike in a month"; Suspilne counts the fourth on the steelworks — two ballistic missiles, one worker hurt
Seven Ukrainian reports on two strikes on 17 September: a building holding Kyivstar equipment in Kyiv Oblast, and the Zaporizhstal steel works. We hold no Russian account of either.
The telecoms building. Five reports say a Russian strike on 17 September damaged a building in Kyiv Oblast housing equipment of Kyivstar, Ukraine's largest mobile operator. Obozrevatel makes plain the account is the company's own statement, so the five are one source repeated. Ukrainska Pravda and Ekonomichna Pravda say nobody was hurt; the other three do not say either way.
The steel works. Suspilne says two ballistic missiles hit Zaporizhstal and a worker was wounded. Obozrevatel lists damaged production and auxiliary equipment, workshop buildings, and engineering and rail networks, and mentions nobody hurt. Both call it the fourth strike on the plant in a little over a month. Only Obozrevatel adds, in its headline, "the 17th missile strike in a month" — and does not say what the seventeen counts.
Four words for one army.
| Outlet | What its headline calls who struck | Anyone hurt? |
|---|---|---|
| Ukrainska Pravda | "Russian forces" | "No one has been injured" |
| Obozrevatel | "Russia" | does not say |
| Suspilne | "an attack by the Russian Federation" | does not say |
| Ekonomichna Pravda | "the enemy" (Ворог) | "there were no casualties" |
| Censor.NET | "rashists" (Рашисти) | does not say |
Not settled. Whether anyone was hurt at the telecoms site, beyond the operator's own word. What the seventeen counts — the plant, the city or the region. How badly the Zaporizhstal worker was hurt: neither report names them or says. And what Russia says it aimed at: we hold no Russian statement on either target.
This is a story about two Russian missile strikes on Ukrainian businesses in one day — a mobile phone company's equipment and a steel works — and about the fact that every account of them we hold is Ukrainian.
How it got here. Russia and Ukraine have been at war since 2014, when Russia annexed Crimea and fighting began in the Donbas. On 24 February 2022 Russia launched a full-scale invasion. Since then the front has run from Kharkiv in the north-east through Donetsk and Luhansk to Zaporizhzhia and Kherson in the south, and both armies strike far behind it with missiles and drones. Russia's long-range campaign has repeatedly hit Ukraine's power grid, railways and industry. Ukraine calls these civilian targets; Russia says it aims at military and military-industrial objects. That disagreement is unresolved, which is why what a target is gets argued over every time one is hit.
Who is in it. Kyivstar is Ukraine's biggest mobile operator, the network millions of people rely on for air-raid alerts; its service was knocked out across the country by a cyberattack in December 2023. Zaporizhstal is one of Ukraine's largest steel plants, in the city of Zaporizhzhia — a working industrial city close to the front, in a region Russia largely occupies and claimed to annex in September 2022.
What is at stake. Whether Ukraine's civilian economy — the phones, the steel, the things that employ people and pay tax — can keep operating under regular fire, and how the damage gets counted while it does. A plant hit four times in a month is a different story from a country hit seventeen times, and today the same outlet printed both numbers in one headline.
Where it stands. Both strikes reach us only through Ukrainian outlets, sourced in each case to the company that was hit. No Russian ministry account of either is in our hands, and none of the international bodies this desk checks has reported on them.
What is being argued about
- Whether the strike on Zaporizhstal was the fourth on the plant, the seventeenth missile strike in a month, or both
- Whether anyone was hurt at the Kyiv Oblast telecoms site, and on whose word
- What each Ukrainian outlet calls the army that struck — "Russian forces", "the enemy", "rashists"
- That both strikes reach us only through Ukrainian reporting and the companies' own statements
