Obozrevatel calls Poland's draft a 'pre-war law'; Life.ru calls it a bill on the country's readiness for war
Two reports filed eight minutes apart describe one Polish defence bill. They agree it exists. They disagree on what it is called, and only one says it is still a draft inside government. We hold no Polish report and no statement from the Polish government.
The bill. Both reports say Poland's government is preparing a defence bill. Obozrevatel (Ukraine) says it would fill "a legal gap between peacetime and the introduction of martial law". Life.ru (Russia) cites the Polish daily Rzeczpospolita and says the Defence Ministry has drafted it.
The two reports disagree on its name.
| Obozrevatel (Ukraine) | Life.ru (Russia) | |
|---|---|---|
| Headline name | "pre-war law", in quote marks | bill on "the country's readiness for war" |
| Body name | not given | bill on "the state's readiness for defence" |
| Link to Ukraine | "with Ukraine's experience in mind" | none |
| Stage | not given | in internal approval |
| Source named | none | Rzeczpospolita |
Both headlines say war. Life.ru's own body says defence. Obozrevatel's headline opens with "When, if not now?" in quote marks, and the report does not say who said it.
Probably one account told twice. Life.ru names Rzeczpospolita. Obozrevatel names no source. Neither quotes a Polish official.
What is not settled - Whether the bill has a formal title, and what it is. We hold no Polish text. - Whether Ukraine's experience shaped it. Only Obozrevatel's headline says so, and neither report's text shows how. - What powers it would give, and to whom. Neither report says. - When it goes to the cabinet or to parliament. Life.ru says only that it is in internal approval.
What this is about. Poland's government is preparing a law for a situation its constitution does not name: a country under military threat that is not yet at war.
How it got here. Poland's 1997 constitution provides three "extraordinary states": martial law, a state of emergency and a state of natural disaster. Short of those, the country is legally at peace. Russia annexed Crimea from Ukraine in 2014. On 24 February 2022 it launched a full-scale invasion of Ukraine. Ukraine declared martial law that day and has lived under it since. Poland borders Ukraine, Belarus (Russia's close ally) and Kaliningrad, a part of Russia cut off from the rest of the country. In 2022 Poland passed a Homeland Defence Act to expand its armed forces. In September 2025 Russian drones entered Polish airspace. Poland then asked its NATO allies for formal talks under Article 4 of the alliance's founding treaty. Those incidents were neither peace nor war. The reports say the new bill would cover that gap.
The actors. Poland's Defence Ministry is drafting the bill. The cabinet and parliament would have to pass it. Poland joined NATO in 1999. Under Article 5 of the treaty, an attack on one member is an attack on all. Ukraine is the war next door. Russia is the state Poland's defence planning is built around.
What is at stake. A legal middle state could let a government act faster in a crisis. It could also widen what a government may do without declaring martial law. The reports do not say what powers the bill contains, so that balance cannot yet be judged.
Where it stands. Life.ru, citing Rzeczpospolita, says the draft is being reviewed inside the government. It has not been published. We hold no Polish report on it.

What is being argued about
- What the bill is called: a 'pre-war law', a bill on readiness for war, or a bill on readiness for defence
- Whether Ukraine's wartime experience shaped the draft
- How far along the draft is
- Who the two reports rely on: one names a Polish newspaper, and neither quotes an official
