One Anthropic report, four leads: The Insider says Russia-linked hackers, RIA Novosti says Yemen, Ziarul de Gardă says Moldova, Obozrevatel says bioweapons
Four outlets published on the same company report within an hour. Each led with a different case of misuse of its Claude model. Only two led with a link to Russia, and the Russian state outlet was not one of them.
Same source, four leads. Four outlets published on one Anthropic report about misuse of its Claude model between 12:37 and 13:30 UTC on 11 September. Each led with a different case. No headline we hold mentions any of the other three.
| Outlet | Leads with | Word for the actors | Hedged? |
|---|---|---|---|
| The Insider | Russia-linked hackers attacked Ukraine, took drone technology | "hackers" | No; credits Anthropic at the end |
| RIA Novosti | people in Yemen tried to use AI to build missiles | "malefactors" | No; credits Anthropic first |
| Ziarul de Gardă | an ex-editor-in-chief of Sputnik Moldova made propaganda | "a former editor-in-chief" | Yes: "ar fi folosit" ("reportedly used") |
| Obozrevatel | attempts at biological weapons | "researchers" | Twice: "attempts" at "potential" development |
Who is linked to Russia. Two of four lead with a Russian link: The Insider, an exile outlet, and Ziarul de Gardă. RIA Novosti, Russian state media, leads with Yemen. Its headline does not mention Russia. Obozrevatel names no country.
Who is hurt. Ziarul de Gardă is the only one to name a target: Moldova's president, Maia Sandu. The Insider names Ukraine. RIA Novosti and Obozrevatel name no target.
What is not settled. We do not hold Anthropic's report. We hold a headline, and at most one lede sentence, from each outlet. So we cannot say whether any body carries the other cases. No claim is carried by a second outlet we hold. None of the four names the hackers, the group in Yemen, or the researchers.
What this is about. An American artificial-intelligence company says people linked to governments and armed groups used its chatbot for spying, propaganda and weapons research. Outlets on each side of Russia's war on Ukraine picked different parts of that claim to lead with.
How it got here. - Anthropic, a San Francisco company founded in 2021, makes a chatbot called Claude. Its usage rules ban hacking, deception campaigns and weapons work. It publishes reports on the misuse it says it has caught. - Russia's war on Ukraine began in 2014 with the seizure of Crimea and fighting in the Donbas. The full-scale invasion began in February 2022. Since then both sides, and Russia's neighbours, have also fought with hacking and propaganda. - Moldova borders Ukraine. It has been an EU candidate since June 2022. Its president, Maia Sandu, backs EU membership. Ziarul de Gardă reports that Moldova's security service blocked Sputnik's website on 26 February 2022. It also reports that the OSCE, Europe's election monitor, found foreign interference and disinformation in the 2024 votes and in the parliamentary election of 28 September 2025. Moldovan authorities blamed Russia and a network tied to the fugitive businessman Ilan Șor.
The actors. - Anthropic: the only source for every case. It names neither the people behind the accounts nor the researchers. - Midnight Blizzard: a hacking group that the US and UK link to Russia's foreign intelligence service, The Insider reports. Anthropic says its findings match public data on that group. - Russian state media: Sputnik, RIA Novosti and RT. Anthropic says their newsrooms took in text written with Claude, Ziarul de Gardă reports. - Yemen: at war since 2014. RIA Novosti does not say who the people there were.
What is at stake. Whether AI tools make spying, propaganda and weapons work faster and cheaper. Whether one company's own account can be checked. Anthropic's claims can be tested only against the public record, and no government in the reports we hold has confirmed them.
Where it stands. Anthropic says it shut the accounts and passed what it found to industry and research partners, Ziarul de Gardă reports. We do not hold a reply from Russia, from Yemen or from any named person.
What is being argued about
- Which case each outlet chose to lead with from the same company report
- Whether the Russia-linked cases led: two of four did, and the Russian state outlet did not
- Who hedged: two outlets hedge, two state their case flat and credit the company
- What we cannot see: four headlines or ledes, and not the company's report
