Putin says Russia took 1,301 km² in September; ISW says Russia lost 81
Putin's count and the Washington think tank's estimate disagree on direction, not just size. Three reports carry the dispute. We hold none from the Russian state.
Two counts, opposite directions. Novaya Gazeta Europe reports that Vladimir Putin said at the Valdai forum on 1 October that Russian forces took 1,301 km² of Ukraine in September. The Institute for the Study of War (ISW), a Washington think tank, estimates that Russia ended the month holding less ground.
| Who counted | What it counts | September |
|---|---|---|
| Putin, at Valdai | ground Russian forces took | +1,301 km² |
| ISW | net change in ground Russia controls | −80.81 km² |
| ISW | the same, plus areas Russian units entered but do not hold | −175.18 km² |
What ISW says about the claim. Espreso and Novaya Gazeta Europe report that ISW says the claims "resemble hallucinations". ISW says it cannot tell whether Putin knows the figures are false.
How each side's claim is handled. All three reports attribute Putin's figure to Putin. They do not treat the other figures the same way:
- Ukrinform calls Putin a "Kremlin dictator" in its own voice. It calls the counter-estimate "the actual data".
- Novaya Gazeta Europe says in its own voice that the estimate "completely contradicts" Putin. It marks his figure "supposedly".
- Espreso carries a Ukrainian border-guard brigade's gain of more than 10 km² and 118 Russian soldiers killed. It names no source for the death toll.
What is not settled.
- We hold no transcript of the speech and no Russian state report of it.
- ISW's figure is an estimate. We hold no third count.
- Neither side says how it measured the ground.
What this is about. Two opposite answers to one question: did Russia gain or lose ground in Ukraine in September 2026?
How it got here. Russia's war on Ukraine began in 2014. That year Russia annexed Crimea and backed armed separatists in the eastern Donbas region. On 24 February 2022 Russia launched a full-scale invasion, which Moscow calls a "special military operation". Kyiv held, and Russian forces withdrew from the north that spring. In September 2022 Russia declared it had annexed four Ukrainian regions: Donetsk, Luhansk, Zaporizhzhia and Kherson. It does not fully control any of them, and most states do not recognise the annexations. Since then most of the fighting has been along a long front line in the east and south. Gains there are often measured in villages and square kilometres.
Who is involved.
- Vladimir Putin, Russia's president, speaks each year at the Valdai Discussion Club, a Russian foreign-policy forum. He gave his figure there.
- The Institute for the Study of War (ISW) is a research group in Washington. It publishes daily assessments of the front, built from open sources such as footage whose location can be checked. Ukrainian and Western media cite it widely.
- Ukraine's armed forces and border guards report their own gains and Russian losses.
What is at stake. Ground taken or lost is the most visible measure of how the war is going. Governments deciding on aid, sanctions and any talks read each side's account of it. A claim of fast advance and an estimate of net retreat describe very different wars.
Where it stands. Putin's figure and ISW's estimate cannot both be right. The reports we hold carry each side's count. None carries an independent measurement that could settle it.
What is being argued about
- Putin's claim that Russian forces took 1,301 km² in September
- ISW's estimate of a net Russian loss of 80.81 km², or 175.18 km² counting areas entered but not held
- ISW's description of the claims as like "hallucinations"
- A Ukrainian border-guard brigade's report of more than 10 km² retaken
