Regnum says 'more than 30,000' sanctions, Life.ru 'about 30,000' — and Life.ru gives BRICS 40% of world GDP in one line, half of world growth in the next
Vladimir Putin gave three figures at the BRICS business forum in New Delhi. Russian outlets printed them as fact, in different words. None of the 12 reports we hold checks any of them.
The speech. Putin spoke at the BRICS business forum in New Delhi on 11 September, Regnum, Life.ru and Interfax report. He gave figures on sanctions, world output and Russian growth. Seven of the 12 reports we hold carry at least one of them. All seven are from Russian outlets.
| Figure | Regnum | Life.ru |
|---|---|---|
| Sanctions on Russia | "more than 30,000", "almost twice" all other countries (Putin's quote) | "about 30,000", "twice" |
| BRICS share | "more than 40% of world GDP" | "more than 40% of world GDP" in one report; "almost half" of world growth in another |
| G7 share | "less than a third" | "29%" (headline) |
Stated as fact. Six reports open with Putin's figure as a plain sentence and name him only in the next one. Regnum's lede says "twice". The Putin quote it carries says "almost twice".
Who is named as acting. Life.ru's lede says "Western countries" imposed the sanctions. In the quote Regnum carries, Putin says only that sanctions "were imposed". Interfax quotes him on "the destruction of industrial and logistics facilities, the seizure of ships". A Life.ru headline makes that "the West destroys pipelines". Its lede never says pipelines.
The exile press. The Moscow Times leads on a delegation of "more than 300 Russian executives" negotiating supply-chain and food-security contracts.
Not settled. Who counted the 30,000 sanctions, and what counts as one. How the GDP shares were measured: no report says. Where the 10.3% growth figure comes from: Life.ru and Vedomosti give only Putin's word. We hold no report from an Indian or Ukrainian outlet on the forum.
What this is about. Russia's president used a meeting of a club of large non-Western economies to argue that Western sanctions have failed and that economic weight has moved away from the West.
How it got here. - 2009. Brazil, Russia, India and China began holding summits as BRIC. South Africa joined in 2010, and the group became BRICS. - 2014. Russia annexed Crimea and backed armed separatists in eastern Ukraine. That began the war. Western governments imposed the first broad sanctions on Russia, and the Group of Eight suspended Russia. It became the G7 again: the United States, Canada, the United Kingdom, France, Germany, Italy and Japan. - February 2022. Russia launched its full-scale invasion of Ukraine. The EU, the US, the UK, Japan and others added far wider sanctions on banks, energy, technology and individuals. - 2024–2025. BRICS took in new members, including Egypt, Ethiopia, Iran, the United Arab Emirates and Indonesia. Life.ru counts Saudi Arabia as one of 11 members. Riyadh has not clearly confirmed that it joined. - 2026. India chairs BRICS this year and is hosting the summit in New Delhi.
Who is involved, and why. - Russia wants to show that sanctions have not cut it off. BRICS is one of the few big forums where the West is not at the table. - India buys Russian oil and arms. It also keeps close ties with Washington, so it has a stake in both camps. - The G7 coordinates most of the sanctions. It is the group Putin measured BRICS against.
What is at stake. If Russia's figures hold, the claim that sanctions have isolated it looks weaker. If they do not, they are a sales pitch. Share-of-world-output figures change a lot depending on how they are measured. The usual choice is between market exchange rates and purchasing-power terms, which adjust for local prices. That is why who did the counting matters.
Where it stands. Vedomosti reports that Putin arrived for a three-day working visit and met Prime Minister Narendra Modi. Citing RIA Novosti and India's foreign ministry, it says Modi will go to Russia for the 24th annual Russia–India summit. No dates have been set. We hold no report from an Indian or Ukrainian outlet on the forum.
What is being argued about
- Putin's count of 30,000 sanctions on Russia, and whether it is 'about' or 'more than'
- BRICS against the G7: a share of world GDP, or a share of world growth
- Russian GDP growth of 10.3% from 2023 to 2025, as Putin gave it
- Who Russian reports name as acting: 'Western countries', or sanctions that 'were imposed'
