Regnum says NATO's general is preparing 'a plan of war against Russia'; Obozrevatel says NATO is planning 'to repel a Russian attack', and both cite the same Bloomberg report

A Russian outlet and a Ukrainian outlet relay one Bloomberg report on a new NATO concept called the 'Theory of Victory'. Regnum's headline casts NATO as the attacker and Obozrevatel's casts Russia. Regnum's own text makes the plan conditional on a clash.

One source, two directions. On 5 October Regnum (Russia) and Obozrevatel (Ukraine) both cited Bloomberg on a concept called the "Theory of Victory". They say it is being drawn up by NATO's top commander in Europe, Alexus Grynkewich. Their headlines point opposite ways.

Regnum's headline goes beyond its own text. The headline says war against Russia. The first sentence says only that the plan applies "in the event of" a clash. Both blind readings of the report flagged this gap.

Obozrevatel starts from the other side. Its headline assumes a Russian attack. Its date and place for the presentation carry no source of their own.

Nobody else is quoted. Neither report quotes NATO or the Russian government.

What is not settled - Whether the concept exists as described. We do not hold the Bloomberg report or any NATO statement. - Whether it is a plan for defence or for attack. Bloomberg's own wording is not in either report we hold. - The 12 October presentation in Poland. Only Obozrevatel carries it.

This story is about how two outlets on opposite sides of a war describe the same news report about NATO military planning.

How it got here. NATO is a military alliance founded in 1949. Under Article 5 of its treaty, an armed attack on one member is treated as an attack on all. Russia's war on Ukraine began in 2014, when Russia annexed Crimea and fighting broke out in the Donbas. The full-scale invasion began in February 2022. Ukraine is not a NATO member. Since 2022 the alliance has strengthened its eastern flank, and Finland and Sweden have joined. Moscow describes NATO's expansion as a threat to Russia. NATO says it is a defensive alliance. Each side disputes the other's account.

The actors. NATO's military forces in Europe are led by the Supreme Allied Commander Europe, SACEUR, who is always an American officer. US Air Force General Alexus Grynkewich has held the post since 2025. Poland is a NATO member. It borders Ukraine, Belarus and Russia's Kaliningrad region, so it sits on the alliance's front line. Regnum is a Russian news agency. Obozrevatel is a Ukrainian news site. Bloomberg is a US news agency. Neither of the two reports we hold reproduces its text.

What is at stake. Whether a NATO plan is described as defensive or offensive matters to readers on both sides. In Russia, a plan for war against Russia supports the official argument that the West is the aggressor. In Ukraine and across NATO, a plan to repel an attack supports the argument that Russia is the threat. The same document can be used for either case. That is why the wording in each headline matters more than usual.

Where it stands. On 5 October two reports carried the Bloomberg account. One gives 12 October as the date it is to be presented in Poland. Neither quotes NATO or the Russian government.
