Regnum says Ukrainian drones hit Horlivka; Interfax and RIA Novosti say only "a drone attack"

One official, three reports. Interfax, RIA Novosti and Regnum all put five people hurt in Horlivka on 17 September, three of them children. All three rest that figure on Ivan Prykhodko, head of the Russian-installed city administration — Interfax calls him the city's mayor, Regnum the head of the city district. We hold no independent count and no response from Kyiv.

The difference is who fired.

Regnum goes furthest. It alone calls all five civilians, in its own voice rather than the official's. It alone quotes Prykhodko directly. It alone places the strike in a named district of the city. Interfax's headline says wounded where its own first line says hurt. RIA Novosti's headline folds the children into a total of five.

Not settled. Whose drones. Whether all five were civilians. How badly any of them was hurt, or where they were taken. None of the five is named in any report we hold, and no Ukrainian account of this strike is in our sweep.

This is a story about five people reported hurt by a drone in a city in eastern Ukraine that Russian-backed forces have held for twelve years — and about whether the Russian outlets reporting it say who sent the drone.

How it got here. Horlivka is an industrial city in Ukraine's Donetsk region, some 40 kilometres from the regional capital. In 2014, after street protests in Kyiv unseated President Viktor Yanukovych and Russia annexed Crimea, Russian-backed armed groups seized Horlivka and much of the Donetsk and Luhansk regions and proclaimed a "Donetsk People's Republic" — the "DNR" that appears in Regnum's copy. Fighting along that line never fully stopped. On 24 February 2022 Russia launched a full-scale invasion of the rest of Ukraine. In September 2022 Moscow declared the Donetsk region annexed, a claim the UN General Assembly and most of its member states rejected. Horlivka has sat close to the front line throughout, and small drones are now an everyday weapon for both armies.

Who is in it. Ivan Prykhodko runs the Russian-installed city administration in Horlivka; he is the single source behind all three reports. Interfax and RIA Novosti are Russian news agencies, RIA Novosti state-owned. Regnum is a Russian news agency too, and the only one of the three to name Ukraine's armed forces. Ukraine's military publishes its own account of strikes along the line; we hold none for this one.

What is at stake. Naming an attacker turns an injury report into an accusation; leaving the actor out turns it into weather. Occupied territory is also where such claims are hardest to test: the UN's human rights monitoring mission in Ukraine, which compiles the war's civilian casualty count, reports that it is not granted access to Russian-held areas, so the local administration is usually the only voice a reader gets.

Where it stands. Across three reports published within 42 minutes of each other on 17 September, the account has not moved past one man's word.
