Reuters says Trump "supports" a diesel export ban; CNBC says his administration is "examining whether" one is feasible
Six reports on the same remarks to journalists, filed within 18 minutes of each other, put the same step at four different stages. None of them records a decision.
The remark. Trump told journalists on Tuesday that he had asked his team to consider banning or restricting US diesel exports, and that a decision would come soon, Interfax reports. Six reports followed within 18 minutes. They do not agree on what he did.
| Outlet | The verb it used | Attributed to |
|---|---|---|
| The Insider | is going to ban exports | nobody — a headline with no text beneath it |
| Reuters | supports a ban, backs the idea | Trump |
| Interfax | does not rule out a partial or full ban | Trump, quoted at length |
| CNBC | is examining whether a ban is feasible | the Treasury Secretary, named as the source |
Who pays. Only CNBC names anyone paying for diesel: farmers and truckers, with Republican lawmakers pressing for a ban before the November midterms. No report we hold gives a diesel price, a period or a rise.
Why prices rose. Trump blames Ukraine's strikes on Russian refineries, in Interfax and Censor.NET. Both are reporting the same Tuesday remarks, so that is one account, not two. No report we hold offers a second explanation.
What is not settled. Whether anything has been decided. No report we hold records an order, a rule or an effective date. Nor whether a ban would be partial or full, which buyers it would cover, or when it would start. Reuters asserts fuel prices are at records and attaches no figure, no measure and no period, so we cannot say what is at a record, or against what.
What this is about. Whether the United States will stop selling diesel abroad in order to hold the price down at home.
How it got here. The United States refines and exports large volumes of diesel, and diesel is the fuel of freight, farming, construction and heating — so its price runs through the price of almost everything that moves. Russia's full-scale invasion of Ukraine began on 24 February 2022, and Ukraine has since struck Russian oil refineries. Trump says those strikes have already pushed diesel prices up and calls them a serious blow to Russia; that link is his account, and the reports carry no evidence for it beyond his assertion. Diesel is traded globally, so supply lost in one place moves the price everywhere else. Against that, Republican lawmakers have been calling for an export ban, and on Tuesday Trump said he had put the question to his administration.
Who is in it. Trump, as president, who says he asked his team to look at a ban or a restriction. The Treasury Secretary, speaking for the administration. Republican lawmakers, and the farmers and truckers CNBC names as the people the high price is hitting, before US midterm elections in November. Russia and Ukraine, at war; Trump says he will discuss the refinery strikes with Ukraine's president, Volodymyr Zelensky.
What is at stake. An export ban keeps diesel inside the United States. American truckers, farmers and households would pay less for it; buyers abroad would pay more, and would be bidding for it at a moment when Russian refining is being hit. US refiners would lose export customers.
Where it stands. Nothing we hold records a decision. Trump said one would come soon.
What is being argued about
- Whether a US diesel export ban has been decided, backed, or only put to officials to cost
- What is driving the diesel price — and whether anyone has published a figure for it
- Who the price falls on: farmers, truckers and the November midterms
- Trump's account that Ukraine's strikes on Russian refineries moved the price
