RIA Novosti says five civilians hurt in Belgorod region, Life.ru says seven people
Two Russian outlets, four minutes apart, on the same strikes. The gap between the totals is exactly the two self-defence fighters one of them counts — and only one report says what it is counting.
Two Russian outlets, four minutes apart. RIA Novosti, Russia's state news agency, published a headline saying five civilians were hurt in Belgorod region by Ukrainian strikes. Four minutes later Life.ru said seven people were hurt, two of them members of a self-defence unit. Both describe the same attacks on the same day.
The gap is exactly two. Seven people, minus two self-defence fighters, leaves five civilians. The totals do not contradict each other. They count different groups, and only one of the two reports says which.

Both are claims, from one side. Each total describes casualties in Russia and is sourced, where it is sourced at all, to Russian regional authorities. Neither report carries a word from Ukraine, whose forces both name as attacking. Neither hedges the attribution.
Not settled. We do not know what "self-defence fighter" means here, or whether RIA Novosti drew on the same headquarters. We do not know where in the region the strikes fell, at what hour, how badly anyone was hurt, or whether anyone was killed. Nobody is named. We hold no Ukrainian account and no independent count.
What this is about. Belgorod is a Russian region on the border with Ukraine, and this story is about how two Russian outlets counted the people hurt there by Ukrainian strikes on one day.
How it got here.
- 2014. Russia annexed Crimea. Armed conflict began in Ukraine's eastern Donbas, where Russian-backed forces took parts of the Donetsk and Luhansk regions. The war dates from then.
- February 2022. Russia launched a full-scale invasion of Ukraine. Moscow calls it a "special military operation". Russian forces crossed into Ukraine from several directions, including from Belgorod region, and pushed towards Kharkiv, Ukraine's second city, just across the border.
- Since 2022. The fighting has reached Russian soil. Belgorod city and nearby villages have been hit by shelling, drones and missiles. Armed groups have crossed the border in raids. In August 2024 Ukrainian forces entered the neighbouring Kursk region. Russian regional authorities in the border area set up local volunteer defence units.
Who is involved.
- Russia's regional authorities run the "operational headquarters" that publish casualty reports for the region. For most outlets they are the only source of these figures.
- Russian media. RIA Novosti is the state news agency. Life.ru is a privately owned Russian outlet. Both work under Russia's wartime media laws.
- Ukraine's armed forces, which both reports name as carrying out the attacks. Kyiv usually does not comment on individual strikes inside Russia.
What is at stake. Civilian harm inside Russia is part of how Moscow presents the war at home. Strikes on Russian territory also test how far Ukraine's partners will let it go. So who counts as a civilian matters. A total that includes armed volunteers is not the same as a total of civilians. Journalists have almost no independent access to the border area, so these counts are rarely checked.
Where it stands. The two reports we hold cover one day, 9 September 2026. Neither names anyone who was hurt or says where the strikes fell. We hold nothing from Ukraine on these attacks and no independent count.
