Rubio says a roadmap "could emerge within weeks"; the Kremlin says "there are no roadmaps"
Sixteen reports on one Moscow briefing and one Washington remark, all published inside 71 minutes. Fourteen carry a Kremlin spokesman or aide. None quotes a Ukrainian official.
The forecast. Meduza carries US Secretary of State Marco Rubio saying a “roadmap” for resuming direct Russia–Ukraine talks “could emerge within the next few weeks”. It is the only one of the sixteen reports we hold whose named speaker is not from the Kremlin.
The denial. Three minutes earlier, Interfax carries Kremlin spokesman Dmitry Peskov saying there is no US plan for a Ukraine settlement and calling press reports of one planted — they “have nothing to do with reality”. Obozrevatel headlines the same briefing “There are no roadmaps”.
One briefing, four framings.
| Outlet | What it takes from Peskov |
|---|---|
| Ukrinform | Moscow hopes to resume trilateral talks on ending “Russia's war against Ukraine” |
| TASS | Russia expects trilateral talks “in the foreseeable future” |
| Censor.NET | Russia is “supposedly” ready, and wants Kyiv to show “sufficient flexibility” |
| Regnum, Life.ru | the “Kyiv regime” is in a “very difficult position”, short of money and weapons |
And the aide. TASS renders Kremlin aide Yury Ushakov saying the US “could stop providing assistance to Ukraine” for a speedy peace. Vedomosti's headline on the same remark makes it a requirement: the US “must stop supporting Ukraine”.
Not settled. Whether any document exists at all. Whether Moscow's openness is an offer or a condition. Whether Ushakov proposed cutting aid or demanded it — two reports, one briefing, no transcript we hold. And what Kyiv says: no report here quotes a Ukrainian official.
What this is about. Whether Russia and Ukraine will go back to peace talks brokered by the United States, and on what terms.
How it got here.
- 2014. Russia annexed Crimea. Fighting began in Ukraine's eastern Donbas region, between Ukrainian forces and Russian-backed forces. That is when the war began.
- February 2022. Russia launched a full-scale invasion of Ukraine. Moscow calls it a "special military operation". Since then the United States and European governments have armed and funded Ukraine and put sanctions on Russia.
- January 2025. Donald Trump returned to the White House. He said he would end the war, and his government began direct contacts with Moscow as well as Kyiv.
- Since then. The talks have taken a three-way form: Russia, Ukraine and the United States. Both Moscow and Washington now speak of resuming that format, so it has met before and then stopped.
- Early September 2026. Obozrevatel reports that the US envoys Steve Witkoff and Jared Kushner went to Moscow and then, on 6 September, to Kyiv for the first time. Citing Bloomberg, it reports that the Moscow meeting made no real progress.
Who is involved.
| Actor | Role |
|---|---|
| Vladimir Putin | Russia's president |
| Dmitry Peskov | his spokesman |
| Yury Ushakov | his foreign-policy aide |
| Volodymyr Zelensky | Ukraine's president |
| Marco Rubio | US Secretary of State |
| Witkoff, Kushner | Trump's envoys, travelling between the capitals |
What is at stake. Obozrevatel reports that Moscow is still demanding territory in Ukraine's Donetsk region. Whether that demand holds is what decides whether talks can produce anything. American weapons and money are also at stake. Russian officials have linked a settlement to Washington ending its support for Kyiv. Obozrevatel, citing Bloomberg's sources, reports that European governments are planning to buy Patriot air-defence systems for Ukraine, expecting heavier Russian strikes on Ukraine's energy system this winter.
Where it stands. Washington says a plan for talks is coming. Moscow says no plan exists. No date or venue has been set for a meeting. We hold no Ukrainian official's response to either side.
What is being argued about
- Whether a US plan or roadmap for a Ukraine settlement exists
- Whether Moscow is ready to resume trilateral Russia–US–Ukraine talks, and on what condition
- Whether a Kremlin aide proposed or demanded that Washington stop aiding Ukraine
- Why Kyiv is said to be willing to talk
