Russia says it "prevented a provocation"; the European Parliament says hybrid attacks are warfare
A frigate fired two flares at a Danish helicopter and the pilot was decorated, Moscow's defence ministry says. A drone over Lithuania was knocked off course by Ukrainian jamming, its president says. Brussels says the pattern is a form of war. Four reports, and not one answers another.
Moscow confirms the shots and calls them prevention. Efimerida ton Syntakton reports Russia's defence ministry saying a navy frigate fired two flares towards a Danish helicopter over the Baltic to stop what the ministry called a "provocation", and that the pilot was decorated. We hold no Danish account.
Vilnius explains the drone rather than charging anyone with it. The Insider reports Lithuanian president Gitanas Nausėda saying the drone shot down over Lithuania was a Russian "Gerbera" knocked off course by Ukrainian electronic jamming. Nobody is named as having aimed it there.
The European Parliament calls the pattern warfare. Ukrinform reports the parliament asking the EU and member states to recognise that hybrid attacks can constitute a form of warfare, and to shift from responding to such actions to deterring them. It gives no vote figures.
| Outlet | What the week was | Whose words |
|---|---|---|
| Efimerida ton Syntakton (Greece) | a provocation prevented, the pilot decorated | Russia's defence ministry, the contested word in quote marks |
| The Insider | a Russian drone knocked off course by Ukrainian jamming | Lithuania's president |
| Ukrinform (Ukraine, state agency) | hybrid attacks that can amount to warfare | the European Parliament, stated flat |
| Regnum (Russia) | an EU mechanism that is play-acting | one commentator, in a headline the outlet wrote |
Not settled. No Danish account of the flares, and nothing on what the helicopter was doing. No second account of the drone, and no account of who launched it. No vote figures, and no text of Ursula von der Leyen's proposal — only Regnum's commentator calling it "имитация бурной деятельности", an imitation of furious activity. No report we hold names anyone hurt.
What this is about. Whether things done to NATO and EU states short of shooting — flares fired at a helicopter, a drone crossing a border — should be called acts of war, and answered as such.
How it got here. Russia annexed Crimea in 2014 and invaded Ukraine in full in February 2022. European NATO members armed Ukraine, and the Baltic Sea changed shape around the war: Finland joined NATO in 2023 and Sweden in 2024, so every state on that coast except Russia is now an ally, patrolling water Russia's Baltic Fleet also uses. Lithuania, a member of both NATO and the EU since 2004, sits between Belarus and the Russian exclave of Kaliningrad, and beside a war in which both sides jam each other's drones.
Who is in it. Russia's defence ministry commands the fleet and gave the only account of the flares we hold. Denmark has been in NATO since the alliance was founded in 1949; the helicopter was Danish. Gitanas Nausėda has been Lithuania's president since 2019. The European Parliament is the EU's directly elected chamber, and its resolutions ask rather than bind. European Commission president Ursula von der Leyen has proposed an EU version of NATO's Article 4 — the treaty clause under which any ally that feels its security threatened can summon the others to consult. Article 4 is a conversation; the mutual-defence promise is Article 5.
What is at stake. If hybrid acts count as warfare, each flare and each stray drone becomes a trigger for consultation and a possible collective answer. If they stay incidents, they can be explained away one at a time — which is exactly what both of this week's are, in the accounts we hold.
Where it stands. The parliament has asked. The Commission has proposed. Nothing binds anyone yet, and Moscow has confirmed one act and named it prevention.
What is being argued about
- Whether hybrid attacks on NATO and EU states should be recognised as a form of warfare
- Russia's account of firing flares at a Danish helicopter over the Baltic
- Why a Russian drone was over Lithuania, and who is named as putting it there
- Ursula von der Leyen's proposed EU analogue to NATO's Article 4
