Russia's Kaliningrad nuclear warning: Novaya Gazeta Europe traces it to an embassy post, HotNews says the Kremlin sent it
Three reports agree Russia said it could use nuclear weapons if NATO cut Kaliningrad off, and that NATO answered. They disagree on who in Russia said it. They also frame NATO's answer differently: HotNews has Mark Rutte saying there is no imminent threat.
The warning. Novaya Gazeta Europe says the statement came from Russia's embassy in Ireland, on Telegram. It says Russia "will be ready to use its entire arsenal, including nuclear weapons, to defend its territory". It also raises pre-emptive strikes on "decision-making centres". Novaya Gazeta Europe says the embassy cited reports of a possible air and sea blockade of Kaliningrad.
Who sent it. Each report names a different sender.
| Report | Sender named | NATO's answer as carried |
|---|---|---|
| Novaya Gazeta Europe | Russia's embassy in Ireland (headline: "Russia") | Written reply, quoted via Reuters |
| HotNews.ro | "the Kremlin" | Rutte: "no imminent threat" |
| An-Nahar | "a document Moscow sent to alliance officials" | NATO condemned "irresponsible nuclear rhetoric" |
NATO's answer. Reuters saw NATO's written reply, according to Novaya Gazeta Europe. The reply says NATO is a defensive alliance and that its exercises do not threaten Russia. It tells Moscow to stop its "irresponsible nuclear rhetoric". HotNews.ro reports Rutte saying "please don't worry so much; we are prepared". HotNews's headline quotes NATO as "ready to retaliate". That phrase is not in the part of the article we hold.
Russia's line. Novaya Gazeta Europe says Russia denies any plan to attack European countries.
Not settled. None of the three quotes the Kremlin or the foreign ministry directly. We cannot say whether the embassy post was the document NATO answered. Only HotNews carries Rutte's "no imminent threat", and we hold only its opening lines.
What this is about. Russia has warned that it could use nuclear weapons if NATO cut off Kaliningrad, a piece of Russia with no land link to the rest of the country.
How it got here. Kaliningrad was the German city of Königsberg until 1945. The Soviet Union took it after the Second World War. When the Soviet Union broke up in 1991, Lithuania became independent, and Kaliningrad was left separated from Russia. It sits on the Baltic Sea between Poland and Lithuania. Both countries joined NATO and the European Union in 2004. It is also the base of Russia's Baltic Fleet.
Russia launched its full-scale invasion of Ukraine in February 2022. Finland joined NATO in 2023 and Sweden in 2024. Almost every country on the Baltic coast is now in the alliance, except Russia. In 2022 Lithuania limited rail transit of goods that were under EU sanctions to Kaliningrad, and Moscow called that a blockade. Russia's supply route to the enclave has been a sore point ever since.
The actors. Russia says Kaliningrad is its territory and it will defend it. NATO is a military alliance whose members promise to defend each other. Mark Rutte is its Secretary General. The Baltic states and Poland border Kaliningrad and are the countries most exposed. Rumen Radev is Bulgaria's prime minister. An-Nahar says he stopped his country's military aid to Ukraine after he won elections in April. He argues Europe should talk to Moscow.
What is at stake. Kaliningrad and the sea lanes around it are the likeliest place for Russia and NATO to come into direct contact. A blockade, or a threat of one, could turn a war of words into a confrontation between nuclear powers.
Where it stands. There is a written warning and a written reply. The reports we hold show no blockade and no move against the enclave. They also show no step by Russia beyond words.
What is being argued about
- Who issued the warning: an embassy, the Kremlin, or 'Moscow'
- Whether NATO sees an imminent threat
- The pre-emptive strike line only one report carries
- Bulgaria's call for Europe to talk to Russia
