Russia's transport ministry calls the burning Aframax Rio a 'Liberian-flagged oil vessel'; Espreso calls it a 'shadow fleet' tanker under Ukraine's sanctions
An oil tanker caught fire off Sochi on 6 October. Russia's transport ministry says uncrewed boats attacked it, but does not say whose boats they were. Ukrainian and Moldovan outlets describe a ship that has carried Russian oil. None of the reports we hold confirms the cause.
What happened. On 6 October the tanker Aframax Rio caught fire in the Black Sea near Sochi. Espreso TV reports this, citing the ASTRA monitoring channel. Life.ru and Regnum say Russia's transport ministry blames an attack by uncrewed boats. Neither names an attacker.
The crew. Regnum, citing the ministry, says 23 crew were aboard, all Indian citizens, and that they were rescued. It calls this a preliminary account. It is the only report we hold that gives a number.
What the ship is. Four outlets give two descriptions:
| Outlet | What it calls the ship | Who it cites |
|---|---|---|
| Life.ru | Liberian-flagged vessel carrying oil | Russia's transport ministry |
| Regnum | Liberian-flagged vessel carrying oil | Russia's transport ministry |
| Espreso TV | tanker under Ukraine's sanctions, listed with 90 'shadow fleet' ships | ASTRA, Ukraine's security council |
| Ziarul de Gardă | part of the 'Russian shadow fleet' | the BBC |
The counter-fact. Espreso TV uses the sanctions label. It also says the ship is on no EU or allied sanctions list. On its last voyage it sailed from Turkey to Constanța in Romania, with no visible calls at Russian ports.
What is not settled. - Who attacked the ship, or whether anyone did. Espreso TV says the boat-attack account has not been officially confirmed. Ziarul de Gardă says no cause was given. - Whether all the crew are safe. Only the ministry says so, through Regnum. - How much oil is burning. RIA Novosti's headline says oil is burning on the sea, but we hold no text from that report. No outlet gives a volume.
What this is about. An oil tanker caught fire off Russia's Black Sea coast. The question is whether it was a neutral merchant ship or part of the oil trade that funds Russia's war.
How it got here. Russia launched its full-scale invasion of Ukraine in February 2022. The European Union, the United States, Britain and their allies responded with sanctions on Russian oil. From December 2022 these included a G7 price cap on Russian crude shipped by sea. Russia kept selling, much of it to India and other Asian buyers. To do so it relies on what Western governments and media call a "shadow fleet": older tankers whose owners are hard to trace, often registered under flags of convenience such as Liberia's. Ukraine has sanctioned such ships itself and has struck Russian energy sites. Ziarul de Gardă's live page says the Volgograd refinery stopped work after a Ukrainian attack on 2 October. Throughout the war Ukraine has used sea drones against Russian ships in the Black Sea.
The actors. - Russia controls the coast where the ship burned. Sochi is a resort city. Espreso TV reports that the nearby Sirius federal territory closed its beaches. - Ukraine sanctioned this tanker on 12 February 2026, Espreso TV reports. - India is a major buyer of Russian oil. Regnum reports that Indian citizens crewed the ship. - Liberia is the flag state. Many ships on its register belong to owners based elsewhere.
What is at stake. If tankers near Russian ports are treated as targets, insuring and crewing them gets more expensive. That affects Russia's oil revenue. It also affects the seafarers who work these ships, often from India and other countries that do not sanction Russia. A spill would reach a populated coast.
Where it stands. A local Russian official confirmed the fire. The cause is not confirmed.
What is being argued about
- Whether the Aframax Rio is a neutral Liberian-flagged tanker or a 'shadow fleet' ship
- Who, if anyone, attacked it: no outlet names an attacker as fact
- The 23 Indian crew, counted only by Russia's transport ministry
- Oil burning on the sea off Sochi, and closed beaches
