Suspilne says two Russian refineries are on fire; TASS answers a "40-day plan" and calls it escalation
Four reports carry Ukraine's claim of what it hit. Five carry Kremlin spokesman Dmitry Peskov calling the plan a step toward escalation. None carries both, and none we hold describes damage at either refinery from the ground.
Ukraine's account. Suspilne reports that overnight on 13 September Ukraine's Defence Forces hit two refineries — one in Krasnodar Krai, one in Tatarstan — and a drone storage and launch base in Rostov region, with fires recorded at the plants. Ziarul de Gardă and Obozrevatel carry the same General Staff account, adding relay stations, an antenna complex and radar. Three reports, one source.
Russia's account of the refineries. There is none. No Russian outlet we hold mentions either plant, and none denies the fires. Five instead carry Peskov answering a statement Zelensky made on 11 September.
| Outlet | What it carries |
|---|---|
| Suspilne | Two refineries hit, fires recorded at both |
| Ukrainska Pravda | A 20-by-15-metre section of a Volgograd workshop destroyed, per analysts it does not name |
| TASS | A "40-day plan to deliver a crushing blow to Russia and its economy", called "a serious step toward escalation" |
| Vedomosti | Ukraine "opened Pandora's box" by striking "peaceful objects" |
| Regnum | The words of the head of the "Kyiv regime", in the outlet's own voice |
| Censor.NET | The same Kremlin line, from Kyiv: "another step of escalation" |
What is not settled. Whether either refinery burned. Whether either was hit at all. What Zelensky actually said on 11 September — every report summarises it, none quotes it. The only measured damage anywhere is at a third site, in Volgograd, and rests on analysts nobody names.
What this is about. Ukraine says its long-range drones set fire to two Russian oil refineries hundreds of kilometres from the front; the Kremlin says Ukraine's declared plan to hit Russian energy is escalation.
How it got here. Russia and Ukraine have been at war since 2014, when Russia annexed Crimea and fighting began in the Donbas. On 24 February 2022 Russia invaded on a full scale, and the front has run through eastern and southern Ukraine ever since. Both armies now fight a second war away from that front, against each other's infrastructure. Russia has struck Ukraine's power stations and grid through successive winters. Ukraine, with no air force able to reach deep into Russia, built long-range drones and cruise missiles of its own — the FP-5, or Flamingo, named in one of these reports — and has turned them on the plants that refine Russia's crude oil into petrol, diesel and jet fuel. Those plants are where oil money and army fuel are made, which is why they are targets.
The places. Krasnodar Krai sits on Russia's Black Sea coast; Rostov region borders Ukraine. Tatarstan is a Russian republic on the Volga, far from any front line, and its city of Nizhnekamsk is one of Russia's larger refining and petrochemical centres.
The actors. Ukraine's General Staff announces these strikes and is the single source for most of them. Dmitry Peskov speaks for President Vladimir Putin; when he answers, it is the Kremlin's position. Volodymyr Zelensky has been Ukraine's president since 2019. Each side says the other struck civilian and energy targets first — a claim that is asserted, not settled.
Where it stands. Neither government confirms the other's account. Russian authorities said a drone attack started a fire at an industrial site in Nizhnekamsk without identifying which one, Ziarul de Gardă reported, citing the Kyiv Independent. No report we hold places a journalist at either refinery.
What is being argued about
- Two refineries Ukraine says it struck, and no Russian account of either
- The Kremlin answering a statement rather than the strikes
- One measured figure in nine reports, and it is at a different plant
- What each side's outlets call Ukraine's president
