taz says Berlin's coalition is fighting over a sugar tax; Der Standard says over care

Two reports on the strain in Germany's CDU/CSU–SPD government name two different issues. Only Der Standard reports that the federal president phoned two ministers, and it credits that to Spiegel.

Regierungskrise wegen Zucker: Es geht nicht wirklich um Gesundheit as published by taz · seen at taz
Europe Germany

Two papers, two quarrels. The CDU/CSU–SPD coalition in Berlin is under strain, and the two reports we hold disagree on why. taz, a Berlin daily, says the row is over a sugar tax. Der Standard, a Vienna daily, says the coalition agreed changes to long-term care "nur mit großer Mühe" (only with great difficulty). Neither report mentions the other's issue.

taz Der Standard
What the fight is about the sugar tax changes to long-term care
What lies underneath "the basic conflict between the CDU/CSU and the SPD": how the country gets out of the crisis not said
Was there a deal? not said yes, with great difficulty
The president not mentioned phoned two ministers, according to Spiegel

The president's calls rest on one source. Der Standard's headline says Federal President Frank-Walter Steinmeier phoned two ministers because he was worried about a state crisis. Its text credits this to Spiegel: "according to Spiegel, even the head of state stepped in". We do not hold the Spiegel report. Der Standard does not name the two ministers.

taz states its reading flat. Its headline says "it is not really about health" and does not attribute that to anyone.

What is not settled - Whether sugar and care are one dispute or two. - What the care deal contains. Neither report says. - Which ministers Steinmeier called, and what he told them. - Whether the coalition will hold. Neither report says it will break.

What this is about. Germany's governing coalition is in a public quarrel, and the two reports we hold do not agree on what the quarrel is over.

How it got here. In November 2024 Chancellor Olaf Scholz's three-party government of the SPD, the Greens and the liberal FDP collapsed in a dispute over the budget and economic policy. Scholz lost a confidence vote in December 2024, and an early federal election followed in February 2025. The CDU and its Bavarian sister party, the CSU, came first. They formed a coalition with the SPD, and Friedrich Merz of the CDU became chancellor in May 2025. Germans call it "schwarz-rot", black-red, after the parties' colours.

Who the actors are. - The CDU/CSU sits in the EPP group in the European Parliament. It leads the government. - The SPD, the Social Democrats, sits in the S&D group. It is the junior partner, and it led the government that fell. - Frank-Walter Steinmeier has been Federal President since 2017. He is a former SPD foreign minister. The office is mostly ceremonial and stands above party politics. It matters in a crisis: the president proposes a chancellor to the Bundestag and can dissolve the Bundestag only in narrow cases set out in the Basic Law.

What is at stake. Germany's economy shrank in 2023 and 2024. taz says the sugar-tax row is really about "how the country gets out of the crisis". Long-term care is a statutory insurance scheme, in place since 1995, that pays for the care of older and sick people. Changing it affects what working people pay in and what people who need care receive. A second government falling within two years would leave the Union's largest member state without a stable majority.

Where it stands. Der Standard reports that the coalition reached a deal on care. It does not say what the deal contains. Neither report says the government is about to fall.

What is being argued about

  • Whether the coalition row is over a sugar tax or over long-term care
  • Whether President Steinmeier stepped in, on a single report credited to Spiegel
  • What the care deal contains, which neither report says
  • taz's claim that the real conflict is over how Germany gets out of its crisis

One report says the crisis is about a sugar tax and goes further, saying it is really about how Germany gets out of its crisis. The other says it is about care reform and does not mention sugar. Neither says what the coalition finally agreed.

Only taz frames the crisis as a sugar-tax dispute and argues the real conflict is about economic strategy. Der Standard describes a hard-won coalition deal on care reforms and does not mention sugar, so the two reports name different subjects without contradicting each other.
