The Insider says 'abduction', Espreso 'deportation', Tatarstan 'provocation': three words for one EU listing
The EU listed Tatarstan's head Rustam Minnikhanov, 9 other people and 17 organisations over Ukrainian children taken from occupied territory. A North Korean camp is among them. The five reports we hold use three words for what happened. A Russian business daily leads with a different part of the package.
What was decided. The Council of the EU listed 10 people and 17 organisations, The Insider and Mediazona report. Espreso TV says the EU accuses Tatarstan's head, Rustam Minnikhanov, of helping deport Ukrainian children illegally to camps in Tatarstan. Espreso and Mediazona both report that a children's camp in North Korea, Songdowon, is on the list.

What leads. Vedomosti's headline says the sanctions are over Yabloko being kept off the ballot. Mediazona's headline carries both the judges and the camp. The Ukrainian report headlines only the children.
The one count. Only Espreso gives a number. It cites Maksym Maksymov of the Ukrainian initiative Bring Kids Back UA: 20,651 verified cases of deportation and forced transfer as of 18 September, and 2,616 children returned as of 21 September.
What is not settled. No report we hold gives a Russian count of the children or says where they are now. Only Life.ru carries Tatarstan's reply, and the reply does not answer the charge. We hold two of the five reports as headlines only. We have not read the Council's own statement. We do not know who the judges are.
What this is about. The European Union has put sanctions on Russian officials and organisations it accuses of removing children from parts of Ukraine that Russia's army occupies.
How it got here. Russia seized Crimea from Ukraine in 2014, and war in Ukraine's east followed that year. In February 2022 Russia launched a full-scale invasion. Since then it has held large parts of southern and eastern Ukraine. Ukraine says children from those areas have been taken into Russia. By the end of March 2023, Ukraine's children's rights envoy said more than 19,500 such children were known. On 17 March 2023 the International Criminal Court issued arrest warrants for President Vladimir Putin and Russia's children's rights commissioner, Maria Lvova-Belova. The court suspects both of unlawfully deporting and transferring Ukrainian children. Russia does not recognise the court.
The actors. - The EU adopts sanctions by unanimous decision of its member governments in the Council. A listing freezes assets. For people, it also bans entry to the EU and travel through it. - Tatarstan is a republic inside Russia, and Rustam Minnikhanov is its head. The EU says children were sent to camps there. - North Korea is Russia's close ally. The EU says a camp there took part in moving Ukrainian children. - Yabloko is a Russian liberal opposition party. The same package lists judges who removed it from an election ballot. - Ukraine runs its own effort to trace the children and bring them back.
What is at stake. For Ukraine, it is whether the children can be found and returned. For the EU, sanctions are one of the few tools it has against people it cannot put on trial. For Russia, the charge reaches its head of state through the court warrant.
Where it stands. The listings are adopted. Tatarstan's leadership calls them a provocation. None of the reports we hold says how many children are still in Russia, or where.
