The Irish Times says Stormont's department 'erred'; TheJournal.ie says its failings 'possibly contributed' to Noah Donohoe's death

A Belfast jury has found against Stormont's Department for Infrastructure over the culvert where 14-year-old Noah Donohoe died in 2020. Three outlets report the finding with three different words, and only one links it to his death.

The verdict. A jury at the Belfast inquest into the death of Noah Donohoe, 14, returned a narrative verdict on 15 September, RTÉ News reports. TheJournal.ie says the jury agreed its findings unanimously after five days of deliberation.

The department. Three outlets say the jury found against Stormont's Department for Infrastructure. Each uses a different word for the finding.

Outlet Word for the finding What it was about Linked to the death?
The Irish Times "erred" management of the culvert not said
RTÉ News "criticised" maintenance of the storm drain not said
TheJournal.ie "possibly contributed" management of access to the culvert yes, hedged

The death. RTÉ News says Noah went missing on 21 June 2020. It says police found his body on 27 June, in a storm drain more than 600 metres downstream from where he was last seen. The other two outlets say only that he died in June 2020.

The rumours. Only RTÉ News reports that rumours and allegations spread before his body was found. It does not say who spread them. RTÉ also reports that in August 2020 the coroner said there was "no evidence" that anyone else was involved.

What is not settled. - Whether the jury linked the department's failings to the death. One report says it did, with "possibly". The other two do not say. - The jury's exact words. None of the seven reports we hold quotes them. - The department's response. None of the reports we hold carries one.

What this is about. An inquest jury in Belfast has ruled on how a 14-year-old schoolboy, Noah Donohoe, came to die in a storm drain in 2020. The jury also criticised the government department in Northern Ireland responsible for that drain.

How it got here. - 21 June 2020. Noah went missing in Belfast, RTÉ News reports. - 27 June 2020. Police found his body in a storm drain more than 600 metres downstream from where he was last seen, according to RTÉ. The Irish Times describes the place as an underground water tunnel. TheJournal.ie says it was a culvert in north Belfast. - Before and after he was found. RTÉ reports that rumours and allegations circulated. In August 2020 the coroner said there was "no evidence" that anyone else was involved, RTÉ reports. - 15 September 2026. The inquest jury returned a narrative verdict.

What an inquest is. In Northern Ireland, a coroner holds an inquest to establish who died, and when, where and how. It is not a trial. It does not find anyone guilty and does not settle who must pay damages. A narrative verdict is a short written account of the circumstances, used in place of a single-word finding.

Who is involved. - Noah's family. His mother has said he "was failed" by both the police and the Department for Infrastructure, RTÉ reports. - The Department for Infrastructure. It is part of Northern Ireland's devolved government at Stormont, and it is responsible for roads and drainage. - The Police Service of Northern Ireland (PSNI). It led the search and the investigation. - The press. Belfast is in the United Kingdom, but it is on the island of Ireland, so Dublin outlets cover Northern Ireland closely. All the reports we hold come from Irish outlets.

What is at stake. Whether a public body is on record as having failed in how it managed a drain a child could get into, and whether that failure is linked to his death.

Where it stands. The verdict is in. None of the reports we hold carries the department's response, or says what happens next.

What is being argued about

  • Three words for one verdict: 'erred', 'criticised', 'possibly contributed'
  • Whether the jury linked the department's failings to Noah Donohoe's death
  • The six days from his disappearance to the discovery of his body
  • The rumours that spread before his body was found

Only RTÉ News gives six days, in two reports; its timeline puts the disappearance on 21 June 2020 and the body's discovery on 27 June. The Irish Times and TheJournal.ie say only that he died in June 2020, which does not contradict it.
