This story is about a visit by Germany's chancellor to Kyiv, Ukraine's capital, and what he promised there.

How it got here. Russia annexed Crimea in 2014 and backed armed separatists in eastern Ukraine. The fighting there never fully stopped. In February 2022 Russia launched a full-scale invasion. Ukraine held Kyiv, and the war settled into a long front across the south and east. Russia has struck Ukraine's power stations and grid again and again. That is why money for energy repairs sits next to weapons in this package.

Who is involved. Germany is Ukraine's largest European backer. Friedrich Merz became chancellor in May 2025. Espreso TV reports this is his second visit to Ukraine as chancellor. Volodymyr Zelensky is Ukraine's president and Vladimir Putin is Russia's. The "Coalition of the Willing" is a group of countries led by France and the United Kingdom. It formed in 2025 to plan support and security guarantees for Ukraine. Suspilne and Kyiv Post report that Merz said it would meet in Berlin this winter.

EU membership. Ukraine became a candidate to join the European Union in June 2022. Joining requires reforms, including against corruption. Politico, as carried by Regnum, reports a dispute between Merz and Zelensky over accession. Ukrainska Pravda, citing Reuters, reports Merz would press for reform.

What is at stake. Ukraine needs air defence and working power stations before winter, and Germany's aid shapes both. Merz's words to Putin matter because talks to end the war would need Russia to take part.

Where it stands. The package has been announced. Vot Tak reports that Russia struck Kyiv again during the visit and hit the North Bridge for a second time. None of the reports we hold describes talks between Russia and Ukraine's backers.
