Ukrinform says a Ukrainian drone hit 'an enemy target' in Donetsk; RIA Novosti says it hit a home and hurt a man
Ukraine's state news agency and Russia's state news agency published within a minute of each other on 2 October. They describe what may be the same drone strike in occupied Donetsk, and what the drone hit is different in each one. Neither report names its source, and neither says the two are one event.
Two state agencies, two targets. At 13:36 UTC on 2 October, Russia's RIA Novosti ran a headline saying a Ukrainian army drone had attacked a residential building in Donetsk and a man was hurt. At 13:37, Ukraine's Ukrinform said a Ukrainian drone had flown over "temporarily occupied Donetsk" and "struck an enemy target near the railway station".
| Ukrinform (Ukraine, state) | RIA Novosti (Russia, state) | |
|---|---|---|
| What was hit | "an enemy target near the railway station" | "a residential building" |
| Anyone hurt | not mentioned | one man, not named |
| Place | near the station, over Donbas Arena | Donetsk, no street given |
| Source named | none | none |
| Text we hold | one sentence | headline only |
Both state it flat. Neither report says who told it what the target was. Each gives its own side's account as fact and does not carry the other side's account. Both blind readings of the text found this.
What is not settled - Whether the two reports describe one strike. They were published a minute apart, but neither gives a time for the strike itself, and RIA gives no location within the city. - What the target near the station was. Ukrinform does not say. - Who the injured man is and how badly he was hurt. RIA's headline gives neither. - No third account. We hold no independent, local or international report on this strike.
What this is about. This is a Ukrainian drone strike on Donetsk, a large city in eastern Ukraine that Russia has controlled since 2014.
How it got here. In 2014 Russia annexed Crimea. That spring, armed groups backed by Moscow took control of Donetsk and Luhansk, the two regions that make up the Donbas. They declared "people's republics" there, and fighting with Ukrainian forces followed. The front ran close to Donetsk city for the next eight years. In February 2022 Russia launched a full-scale invasion of Ukraine. In September 2022 it declared that it had annexed the Donetsk region and three others. Ukraine and most UN member states do not recognise that annexation. In international law the city is Ukrainian territory under Russian occupation.
Who is involved. Ukraine's armed forces strike targets in occupied areas, and long-range drones have become one of their main weapons. Russia governs the city through the administration it installed. Each government has its own state news agency. Ukrinform is Ukraine's, and RIA Novosti is Russia's. Both are carried here as each state's account, not as independent reporting. Civilians still live in Donetsk, and they are the voice most often missing from both accounts.
What is at stake. Under the laws of war, a military target and a family home are treated in completely different ways. Whether a strike hit one or the other decides whether it was lawful, and each side's account of the war rests on that question. A report that names only one of the two leaves the reader with one government's version.
Where it stands. We hold two short reports, one sentence and one headline. No outside body has said what was hit, and we hold no report from anyone inside the city.
What is being argued about
- What a Ukrainian drone hit in occupied Donetsk on 2 October
- Whether two state agencies' reports describe the same strike
- Military target or residential building: each side's account stated as fact
- One man reported hurt, unnamed, with no source given
