Ukrinform says drones stopped the Ryazan refinery; RIA Novosti says ministers discussed "restoring refineries"
Four reports date the shutdown of Rosneft's Ryazan plant to a drone attack on 6 September, all crediting one news agency. Four reports on the same day's government meeting name no attack, no drone and no Ryazan.
What stopped. Ukrinform, Ukrainska Pravda, Ekonomichna Pravda and The Moscow Times all report that Rosneft's Ryazan refinery ceased operating after a drone attack on 6 September. All four credit Reuters and its industry sources, so this is one account carried four times. No report we hold quotes Rosneft or any Russian authority saying the plant stopped.
What the meeting discussed. Interfax reports that First Deputy Prime Minister Denis Manturov, Deputy Prime Minister Alexander Novak and Dmitry Grigorenko held a government subcommission on "the stable functioning of the fuel market, including the protection of energy-sector facilities". RIA Novosti carries three headlines from the same meeting: Manturov asking for attention to "restoring refineries", Novak on measures to support the domestic fuel market, and the subcommission on market stability.
| The four Ukrainian and exile reports | The four Russian reports | |
|---|---|---|
| Cause | drone attack, dated 6 September | not stated |
| Plant named | Ryazan | not named |
| Repair time | several weeks, in two of four | none given |
| Earlier strikes | May and July, in one of four | none |
| Who sent the drones | not named | not named |
Not settled. Whether the plant is running. No report gives a restart date, and no Russian source we hold puts a figure on the damage or confirms the stoppage. Neither side names who flew the drones.
What this is about. A drone attack has reportedly stopped one of the refineries that supplies Moscow with fuel. Russia's government is meeting on how to keep petrol flowing and how to protect the plants that make it.
How it got here. - 2014: Russia annexed Crimea. Fighting began in Ukraine's eastern Donbas region between Ukrainian forces and Russian-backed forces. - February 2022: Russia launched its full-scale invasion of Ukraine. Ekonomichna Pravda, citing Reuters, puts the war at more than four and a half years old. - Since 2022: Western governments have tried to cut Russia's oil income. They have imposed sanctions and, from December 2022, a G7 price cap on Russian crude. Oil and gas have long been among the Russian state's largest sources of revenue. - Since 2024: Long-range drones have repeatedly hit Russian refineries far from the front. Ukraine says strikes on Russian energy sites are meant to weaken the economy that pays for the war. Russia treats them as attacks on civilian infrastructure. Neither side named who launched the drones in this case.
The plant. The Ryazan refinery belongs to Rosneft, a state-controlled Russian oil company. Ekonomichna Pravda places it about 200 km southeast of Moscow. The Moscow Times says it was also hit by drones in May and July. Reuters' sources, as carried by Ekonomichna Pravda, say: - the unit that caught fire can process 8 million tonnes of oil a year, nearly half the plant's capacity; - a second stopped unit can process 4 million tonnes; - another main unit has been under maintenance since mid-May.
The actors. - Ukraine has been fighting the invasion since 2022. - Rosneft owns the plant. It did not respond to Reuters. - Denis Manturov and Alexander Novak are Russia's first deputy prime minister and a deputy prime minister. Novak's portfolio covers energy. They sit on the subcommission responsible for the fuel market.
What is at stake. For Russians, fuel supply and pump prices at home. For Moscow, refining capacity and export income while under sanctions. For Kyiv, whether hitting these plants puts pressure on Russia.
Where it stands. No report we hold gives a restart date. None quotes a Russian authority confirming the stoppage.
What is being argued about
- What stopped Rosneft's Ryazan refinery, and who says so
- How long the repairs are said to take
- What Russia's government subcommission on the fuel market discussed
- Who is named as having sent the drones
