Ukrinform says the Moscow refinery stopped processing crude; Deník N says Russian air defence 'worked well'
Two reports on Ukraine's 20 September drone attack on Moscow agree that a refinery was hit. Ukrinform leads with the shutdown. Deník N leads with a Russian defence it says held up. Neither report gives a figure for lost fuel output.
What both reports say. Ukrainian drones struck a refinery in or near Moscow over the weekend of 20 September.
Where they part. Ukrinform, a Ukrainian state outlet, names the Moscow Oil Refinery, which is owned by Gazprom Neft. It says the refinery "has suspended crude oil processing after fires broke out at its primary oil processing units". It names no company or official source for the halt. Deník N, a Czech outlet, calls it a "record" drone attack on the Russian capital. In its own voice it says "Russian air defence worked well" and that only "part of the Ukrainian drones" hit "an important refinery".
| Ukrinform | Deník N | |
|---|---|---|
| Refinery named | Yes, the Moscow Oil Refinery | No, "an important refinery" |
| Damage | Processing suspended after fires | "Probably" out of operation "for some time" |
| Air defence | Not mentioned | "Worked well", with no source given |
| Size of attack | Not given | "Record", with no drone count |
| Source for damage | None named | None named |
Headline and body. Deník N's headline asks why the attack "still turned out well for the Russians". The report attributes that judgement to no one.
What is not settled. - How long the refinery will be down. Neither report says. - How much fuel output is lost. Neither report gives a figure. - How many drones were launched or shot down. Neither report gives a number. - Whether anyone was hurt. Neither report says. - The Ukrinform text we hold is only the opening paragraph of its report.
What this is about. Ukraine attacked a Moscow oil refinery with drones. The question is how much fuel supply Russia's capital has lost.
How it got here. Russia launched a full-scale invasion of Ukraine on 24 February 2022. The war has continued since then. Deník N's running war log numbers this report as day 1670. Ukraine has few ways to hit back inside Russia. For several years it has sent long-range drones against Russian energy sites, and oil refineries are among the most frequent targets. Kyiv calls these strikes a way to cut the fuel and oil money that support Russia's war. Moscow calls them attacks on civilian infrastructure. The two sides do not agree on how to describe them.
Who is involved. - Ukraine carried out the attack. Both reports say so. - Russia, whose air defences protect the capital. - Gazprom Neft, the oil arm of the state-controlled Gazprom group. It owns the Moscow Oil Refinery, according to Ukrinform. The refinery is inside the city and makes fuel for the capital region. - Western governments have put sanctions on Russian oil exports. That makes Russia more dependent on its own refineries and on the money its oil industry brings in.
What is at stake. A refinery that is down for a long time means less petrol and diesel for Moscow. It may also mean fuel has to be brought in from elsewhere. A short stoppage would mean the strike did little. The reports we hold do not tell us which of these it is.
Where it stands. Two reports were published on 21 September. Both say the refinery was hit. They disagree about what matters most: the damage, or the drones that were stopped.
What is being argued about
- Whether the Moscow Oil Refinery has stopped processing crude, and for how long
- How well Russian air defence performed, a judgement one outlet makes in its own voice
- Whether this was the largest drone attack on Moscow so far
- What neither report gives: lost output, drone numbers, casualties
